About this file
This is Amendment Two to a Notice of Funding Opportunity (NOFO) from the U.S. Department of Labor, Bureau of International Labor Affairs for Funding Opportunity Announcement FOA-ILAB-26-30, titled "Ensuring 'Pro-American Worker' Critical Minerals Supply Chains in the Western Hemisphere." The amendment, issued following the original announcement on August 21, 2026, revises Section III.C.1 (Application Screening Criteria) under Eligibility Information. The maximum funding ceiling is $5 million in total costs per applicant.
The amendment removes four required attachments to the Technical Proposal: Work Plan, Relevant Sector Experience, Evidence of Country Presence, and Project Management Organizational Chart. Applicants must still submit an Abstract and Resumes for Key Personnel as part of the Technical Proposal, along with a completed and signed SF-424 (Application for Federal Assistance) with a Unique Entity Identifier Number, SF-424A (Budget Information Form), SF-424A Budget Narrative, and Country-Specific Budget Narratives for Chile and/or Argentina as applicable. All application components must be in specified formats and not corrupt. Applicants must register with the System for Award Management (SAM) and maintain an active account. Questions regarding this amendment should be directed to OGM_ILAB@dol.gov.
