About this file

This is an Application Checklist for FOA W9127N-26-2-R003, a cooperative agreement opportunity administered by the U.S. Army Corps of Engineers Portland District for natural resource management and youth services in Lane County, Oregon. The checklist identifies all required and conditional submission documents applicants must provide to be considered for merit review. Required documents include a signed Standard Form 424 (SF-424) Application for Federal Assistance, SF-424A Budget Information form, a Program Narrative addressing program goals and objectives, program management plan, and past performance, a Certification attachment, and evidence of eligibility if not verified in SAM.gov. Applicants must also submit either a current negotiated indirect cost rate agreement or a statement electing the de minimis rate if applicable. The Program Narrative may optionally include a Budget Proposal Worksheet. Failure to submit all required information prior to the closing deadline will result in rejection of the application without merit review consideration.

The underlying grant opportunity targets non-Federal public entities, nonprofit organizations, youth service organizations, or conservation corps that serve youth involved with the Lane County Department of Juvenile Justice. The cooperative agreement will fund land stewardship, habitat restoration, campground maintenance, and vegetation management at Willamette Valley Projects including Fern Ridge, Lookout Point, Dexter, and Fall Creek Lakes. Participants will gain experience in project planning and implementation while earning restitution, community service hours, high school credit, GED advancement, vocational training, and job readiness skills. Recipients must employ experienced crew leaders to convey ecological concepts accurately and demonstrate organizational commitment to youth education in conservation environments with evidence of past performance in resource management and conservation activities.
