Amendment A0001 to Solicitation FN1626-26 – UNICOR Pallet Racking Installs

This document is Amendment A0001 to Solicitation FN1626-26, issued by UNICOR (Federal Prison Industry) on October 7, 2026, extending the proposal closing date to Tuesday, October 13, 2026, by 5:00 PM EST. The amendment modifies solicitation FN1626-26 (original date: September 23, 2026) pursuant to FAR 52.212-4(c) and consists primarily of a comprehensive Questions and Answers section addressing offeror inquiries regarding the pallet racking installation services contract.

The solicitation seeks a contractor to provide pallet racking assembly, disassembly, and offloading services at various Government sites throughout the continental United States, Alaska, Puerto Rico, Hawaii, and occasionally OCONUS locations. Pricing is submitted on a fixed-price-per-pound basis for installation, offloading, and disassembly/removal line items, with materials furnished by UNICOR. The contractor must mobilize within 21 calendar days for the first order and 14 calendar days for subsequent orders. All costs beyond basic assembly, disassembly, and removal—including travel, lodging, transportation, equipment rental, engineering studies, and site-specific work—are categorized as "abnormal expenses" and priced separately under delivery orders. The estimated quantities represent the five-year contract performance period. Key personnel requirements include a designated Program Manager and QA/QC Manager, with Project Managers allowable from either the prime contractor or teaming partners. Past performance references must be from customers for whom completed contracts were performed. Wage determination rates are based on actual place of performance, and all communication regarding the solicitation must be submitted in writing via email. The contractor must obtain required licenses prior to delivery order issuance and provide cost estimates for all jobs prior to delivery order authorization.

Amendment A0001 FN1626-26 UNICOR PALLET RACKING INSTALLS

SOLICITATION #FN1626-26 IS BEING MODIFIED AS FOLLOWS in accordance with Section 13 D:

Questions & Answers to FN1626-26

Q. For Factors 1 and 2 (ability to meet specifications and past performance), may capability and past performance be demonstrated through a team of similarly situated small-business subcontractors with signed commitments — i.e., may subcontractor contracts for actual pallet-racking installation serve as evidence for these factors — or must the references be the offeror's own contracts?

A. The past performance references must be from customers that the offeror has provided services for that reflect the statement of work in the solicitation.

Q. May the Business Questionnaire (FPI999.990-9) reference subcontractor contracts performed within the last five years?

A. The past performance Business Questionnaire (FPI999.9990-9) can be within the last five years from customer for which a contract was completed.

Q. Are there any security-clearance or factory-access requirements for installation personnel at the UNICOR factory sites?

A. The Contractor, or any representative of the Contractor, entering DoD locations to perform contract requirements shall abide by all security regulations and may be subject to security checks.

Q. SF-1449 Block 27 states a 90-day offer acceptance period, but Section M requires prices to be held firm for 365 days from offer receipt. Please confirm which acceptance period applies.

A. The 90-day offer acceptance period is the timeframe of when the solicitation closes to award. Once each year of the contract begins, the pricing must be firm during that year.

Q. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A. This solicitation is to replace a pallet racking installation service contract that has expired.

Q. Project Locations / East & West Regions Since individual Delivery Orders will identify the actual work locations, could UNICOR please define the geographic boundaries for “East” and “West” used in the pricing spreadsheet? If available, could you also provide anticipated or historical project locations or an estimated geographic distribution of the work?

A. Services are to be provided throughout the continental United States, Alaska, Puerto Rico, Hawaii and occasionally Outside the Continental United States (OCONUS).

Q. Scope of Per-Pound Pricing Please confirm whether the requested $/LB unit prices are intended to cover installation/disassembly/offloading labor only, or whether they must also include travel, lodging, transportation, equipment rental, disposal, engineering, materials/hardware, and other project-related costs.

A. Any expenses outside of installation/disassembly/offloading will be listed under the abnormal expenses.

Q. Travel and Mobilization – Alaska, Hawaii, Puerto Rico & OCONUS For work outside CONUS or at remote locations, may airfare, lodging, per diem, freight, equipment mobilization, and other location-specific expenses be priced separately at the Delivery Order level, or must these costs be included in the East/West unit rates?

A. All costs must be included. All line items on the delivery order must be tied to the pricing contract. A separate line cannot be added that does reference the contact.

Q. 21-Day / 14-Day Requirement Please clarify whether the stated 21-calendar-day requirement for the first order and 14-calendar-day requirement for subsequent orders refers to mobilization/start of work, delivery of materials, or completion of the entire Delivery Order.

A. The 21-Day / 14-Day Requirement refers to mobilization/start of work.

Q. Engineering and Site-Specific Requirements When a Delivery Order requires field measurements, engineering studies, floor capacity testing, calculations, PE-stamped drawings, or other site-specific engineering services, should these costs be included in the proposed $/LB rates, or may they be separately priced under the applicable Delivery Order?

A. This will be listed under the abnormal expenses. All jobs will be quoted and reviewed prior to a delivery order being sent.

Q. Government-Furnished vs. Contractor-Furnished Materials Please confirm whether pallet racking, shelving, mezzanine components, and related storage-system materials will generally be furnished by UNICOR/Government, or whether the contractor may be required to furnish these products. If contractor-furnished, please clarify how these material costs should be priced.

A. The pallet racking, shelving and related storage-system materials are furnished by UNICOR.

Q. Abnormal Expenses Please clarify what types of costs are intended to be covered under the “ABNORMALEXPENSES” line item and under what circumstances this line item may be utilized.

A. Abnormal expense is anything outside of the assembly, disassembly and removal of the pallet racking such as engineering testing.

Q. Subcontractor / Teaming Partner Past Performance Please confirm whether relevant pallet-racking installation past performance from a proposed subcontractor or teaming partner may be submitted and considered as part of the offeror’s Past Performance evaluation and Business Management Questionnaire references.

A. The past performance reference needs to be from a customer for which a contract was completed.

Q. Site-Specific Wage Determinations Please confirm whether applicable wage determinations will be provided or incorporated into individual Delivery Orders based on the actual place of performance.

A. Wage Determination Rates are determined by the actual place of performance.

Q. Scale / Volume Pricing Please clarify how offerors should complete the “Scale/Volume Pricing” and “Qty. to Obtain Price Break” fields in the pricing spreadsheet, including whether the quantity threshold applies to each individual Delivery Order or to cumulative quantities under the contract.

A. The scale/volume pricing is not required, however, it is an option to complete. The pricing would be for the quantity of each delivery order.

Q. Past Performance / Business Management Questionnaire The solicitation requires offerors to provide at least three recent, similar references, while Section M States that an offeror without relevant past performance will not be evaluated favorably or unfavorably. For a newly established offeror with no completed contracts under its current legal entity, please clarify: - May the offeror complete the Business Management Questionnaire by stating it has no completed relevant contracts? - May the offeror provide relevant project experience and key personnel resumes as supplemental information? - May the offeror provide relevant past-performance information for proposed subcontractors or teaming partners? - What documentation is acceptable, and how will such an offeror be evaluated under the Past Performance factor?

A. The past performance reference needs to be from a customer for which a contract was completed.

Q. Subcontracting and Key Personnel The Statement of Work permits subcontractors and consultants for task functions, while reserving Program, Contract, and Financial Management functions to the prime contractor.

Please confirm: - May the Program Manager, QA/QC Manager, and Project Manager be employees of a proposed subcontractor or teaming partner? - Must the prime contractor perform specified work with its own employees? - Which limitation-on-subcontracting requirement applies to this solicitation, and will compliance be measured at the IDIQ contract level or the individual delivery-order level?

A. Project Managers can be from the prime or teaming relationships. The Contractor shall designate one (1) individual trained within its organization to be responsible for overall management of Quality Assurance and Quality Control (QA/QC) and have the authority to act in all QA/QC matters. The Contractor shall designate one (1) individual as the Program Manager (PgM) to serve as the single point of contact (POC) for coordination of program issues with FPI, UNICOR. The compliance will be measured at the IDIQ level.

Q. Pricing Spreadsheet and Unit of Measure The pricing spreadsheet lists installation, offloading, and disassembly/removal line items with "LB" as the unit of measure. Please clarify: - Is pricing to be submitted as a fixed price per pound for each line item? - What is included in each priced unit (e.g., labor, travel, mobilization, equipment, freight, offloading, engineering, disposal, supervision, overhead)? - How are "abnormal expenses" defined, quoted, authorized, and invoiced? - Will project-specific work outside the spreadsheet line items be separately quoted and negotiated at the delivery-order level?

A. Pricing is to be submitted as a fixed price per pound for each line item. Abnormal expense is anything outside of the assembly, disassembly and removal of the pallet racking such as engineering testing. All pricing is to be submitted on the spreadsheet. The awardee will provide a quote for all jobs prior to a delivery order and pricing will reference the contract.

Q. Materials and Government-Furnished Property Please clarify: - Does UNICOR normally furnish the pallet-rack, mezzanine, shelving, and related materials to be installed, or is the contractor expected to furnish materials under the line-item pricing? - For any Government-furnished materials, what is the anticipated delivery location, condition, and inventory/accountability process? Is the contractor responsible for storage, freight, offloading, or damage after receipt?

A. The pallet racking, shelving and related storage-system materials are furnished by UNICOR. The Contractor shall provide the necessary materials, hardware, equipment, and transportation to perform the work required by each individual delivery order. Refer to the Section C Statement of Work for potentially required materials.

The contractor is responsible for the storage, offloading and condition of the material after receipt.

Q. The estimate for the lbs. is that for the 5-year contract or is that for the first year.

A. The quantities listed are an estimate for the 5-year contract period.

Q. Will invoices on an individual project be presented to the government for extra equipment need for the project. (lifts, forklifts, sprinkler systems, lighting)

A. This will be listed under abnormal expenses.

Q. When a job is processed, and the installation team is on site, but the material is delayed is there a fee to remobilize.

A. The installation team will begin once the material is delivered.

Q. Will the site be ready for the installation or remove equipment from the rack and if they are not ready is there a fee to charge.

A. The site will be ready according to the delivery order. The contractor will provide an estimate for each delivery order to ensure the scope and need of each installation requirement.

Q. Will we have access to government equipment like forklift to unload material, or will the government provide the equipment and operator.

A. The pallet racking, shelving and related storage-system materials are furnished by UNICOR. The contractor must provide all other requirements to complete the installation.

Q. At the time of completion will a inspector be there to sign off. This delays payment and if a problem arises it can be handled immediately and have a return visit to occur.

A. Each delivery order must be complete before invoices are paid.

Q. Could you please confirm the current solicitation status and whether there are any specific contractor qualification, geographic coverage or registration requirements that interested companies should be aware of?

A. The solicitation is still active. All specific requirements are listed under Section C Statement of Work.

Q. Could you please provide a more detailed breakdown of the material quantities rather than listing the material by total weight in pounds?
