Specialty Lumber
1. Thickness – Request is for “Rough”. In many cases the NHLA spec is “H&M” (Hit & Miss).
This is 15/16” under the full inch for Kiln Dried I.E. 4/4 lumber H&M is 15/16”. This provides for closer inspection, and attention to defects and color. Questions: Can the customer use rough and H&M lumber? I would think the answer would be, yes, most manufactures use H&M lumber.
Answer: Yes, though “rough” is preferred.
2. Questions: Is there a color specification on the Hard Maple, Soft Maple, and/or Cherry?
Cherry is usually specified as a Heartwood on one face and Heartwood on the back face of the board. I.E. 90/50 or 90/70. How much sapwood is allowed dictates the price level.
The more Heartwood required on both faces can drastically change the price. I would suggest a 90/50 Heartwood spec unless otherwise noted. Hard Maple and Soft Maple are also specified on a Heartwood and Sapwood color spec basis. (I.E. Sap 1 Face or Unselected for Color).
Answer: The 90/50 spec should be fine for all, if we see that maybe the 90/70 would be better, we can amend the contract later to support that.
3. Length – Most lumber is sawn from 8’ logs with some production from 10’ & 12’. NHLA rules state that Standard Length is 8’, 10’, 12’, 14’, & 16’. Cutbacks are 6’&7’ in the 8’ (~15- 20%), 9’ in the 10’ (~10%). Pricing is based on length, so if no length is specified, then the pricing will reflect heavy 8’ and priced accordingly. Question: Are there any length requirements?
4. Answer: There are some instances in our production where the longer (12’ or 14’) is preferred. Obviously the amount of knots influence that as well, as far as what can and can’t be used.
5. Question: What is the receiving process, do they require specific NHLA inspection reports, and do they require pack tallies, BOL, pack-list, etc?
Answer: Yes, specific delivery requirements are listed in Section D, E and F of the Solicitation.
6. Time-frame – Question: Once the bid is submitted on March 6th, when do they notify the award of contract, and when do they expect shipments to begin? How are they going to stagger the shipment of over 400,000 BF of lumber (~ 33 Truckloads of KD Lumber)?
Answer: The original due date of this requirement was stated in the solicitation as, Wednesday, March 12, 2025 at 2:00 pm EST not March 6, 2025 as listed in the question. As of this amendment, the due date of the solicitation is being extended to Wednesday, March 19, 2025 at 2:00 pm EST. The solicitation states, " The Offerer acceptance period is 120 calendar days," therefore, it is anticipated contract will be made within 120 days after the closing date of the solicitation.
Shipments of lumber will be placed on an as needed basis ordered by delivery order against the master contract. These shipments will be placed during the terms of the contract to include the base year and four option years if exercised.
Specifications: Could you please provide the exact length for each item number?
Answer: That number varies from year to year, all dependent upon workload.
7. Are there additional details available for the specifications that can be shared?
Answer: No, all information is provided in the current solicitation.
8. Quantities:
Are the full quantities being quoted expected to be delivered by April 15, 2025? If not, could you kindly specify the required delivery dates and quantities?
Answer: SECTION A - Solicitation FN1558-25 QUANTITIES LISTED ARE ESTIMATES FOR A FIVE YEAR TIME. THE BASE YEAR PLUS 4 OPTION YEARS “If Exercised”. Orders will be placed by delivery orders placed against the contract. The five years quantities listed in the solicitation are historical data being used for estimated usage by the factory. The orders will be placed on an as needed basis throughout the contract period and shall be delivered within the delivery terms of the contract.
Section F gives further clarification on orders:
Deliveries can consist of a combination of material items in a specific order. The maximum load capacity should be no more than 14,000 BD FT. The following locations will be required to order full trailer truck load to Forrest City, AR.
Delivery lead time: Delivery lead time will be 14 days after receipt of order.

9. Freight:
Is rail delivery an option for this order? We believe that utilizing rail could significantly reduce costs for the government.
Answer: No
10. Are the quantities listed in the bid for one year?

11. I'm unsure about the interpretation of Item Numbers 1-12. Could you please confirm whether these quantities represent the total BF needed per year, or the total BF for the entire period, including any option years?
Answer: SECTION A - Solicitation FN1558-25 QUANTITIES LISTED ARE ESTIMATES FOR A FIVE YEAR TIME. THE BASE YEAR PLUS 4 OPTION YEARS “If Exercised”.
Note: The Solicitation Closing Date is being changed from Wednesday, March 12, 2025 at 2:00 pm to Wednesday, March 19, 2025 at 2:00 pm.
