About this file
This is a Questions and Answers document for federal contract opportunity FLT0001-26, addressing pricing, shipping, rebuild specifications, and operational requirements for engine and transmission remanufacturing services.
Shipping costs must be included within each line item and quoted separately for freight. The contract requires two distinct pricing structures: CLIN 0001 for standard rebuilds addressing internal component failures, and CLIN 0003 for complete rebuilds of engines with critical component damage (cracked heads, blocks, unusable cores). Over-and-above charges are permitted for missing or damaged components. Fixed pricing is required; range pricing is not acceptable. Engines arrive "dyno ready" with external aggregates removed and will be shipped in steel-framed stands with steel encasement in the government's containers. Transmission weight is 1,750 lbs and engine weight is 3,500 lbs in shipping containers. If engines or transmissions fail dyno testing, a standard rebuild must be completed within 30 calendar days, followed by a passing dyno report within 10 days of rebuild completion. The same total remanufacture requirements apply to transmissions as engines.
Payment terms are FOB with full invoice due within 15 days, based on payment timing rather than quantity discounts. This is a small business set-aside contract. Dyno report requirements are specified in the Statement of Work, requiring that engines and transmissions meet or exceed SOW performance expectations. Vendors must provide fixed pricing for CAT12 rebuilds and include all shipping costs in bid prices.

FLT0001-26 Questions and Answers
1) For Freight should that be a separate line item or include it in the dyno testing line item?
Please quote the shipping costs associated within each line item.
For unusable core, are they looking for a price as if every core happens to be completely unusable (ie: head, block, fuel pump, oil pump, water pump, etc) ?
We are looking for 2 separate prices, looking for a price for a standard rebuild (ie: the internal components) Also, Looking for a price for a complete rebuild of an engine that failed dyno and has damage to critical components such as the engine block, engine head, an unusable core.
Are there “Over & Above” charges allowed for missing or damaged components…?
· Yes, that is the reasons for the “over & beyond” caveat.
CLIN 0003 speaks to an “unusable core” to quote. Can you explain the scenario that this over?
· Example: If an engine fails dyno because of a cracked head, the vendor must be able to complete a remanufacture of the engine, ALONG with the cost of a replacement cylinder head.
There is no associated CLIN like this for the transmission?
The transmission will be a total remanufacture overhaul if the transmission fails dyno report. The same will apply to transmissions as it is with the engines, see answer for the question
What configuration will the engines be in when received by the contractor?
· The engines will be “dyno ready”, with the external aggregates removed.
Can we do a range pricing for the CAT12 Rebuild?
· No, please provide a fixed price
Are discount terms based on payment timing.
· The terms for this RFQ are a payment timing term, not a quantity discount. Since this is set aside for small business, it means the full invoice is due within 15 days.
If we have to rebuild engines/transmission what is the required time frame to complete the rerun?
· As stated in the SOW, if the engine/transmission fails dyno, then a standard rebuild will need to be completed within 30 calendar days, followed by a passing dyno report within 10 days of the completion time of standard rebuild.
The shipping terms appear to be FOB designation.
· Yes, this is correct. Please include shipping in your bid price.
· Weight of transmission in a steel shipping container is 1750 lbs.
· Weight of engine in a steel shipping container is 3500 lbs.
Do you have a test plan for the engines and transmissions?
· The required measurements for the engines and transmissions are listed in the SOW. As long as the dyno report shows that the engines and transmissions meet or exceed the expectations of the SOW, it is acceptable.
How will the engines and transmissions ship?
· The engines and transmissions will be shipped a steel framed stand, enclosed with steel encasement. The engine and transmissions will be shipped using our containers to and from customer.
I’m still not clear on what CLIN 0003 is quoting and how it is different from CLIN 0001.
The description given to me is that the standard rebuild (CLIN 0001) is a rebuild for internal components that failed the dyno. The (CLIN 0003) the complete rebuild, is a rebuild of an engine that has critical components that caused the engine to fail dyno, such as, it has a cracked head, cracked block, the core is unusable etc, etc. The engine would need a complete overhaul to pass Dyno.
