The successful bidder must submit certificates of insurance, proof of Michigan licensure for this work type, evidence of relevant experience, and references demonstrating prior similar project work. The contractor is responsible for obtaining all required permits and scheduling inspections. Minimum insurance requirements include $1 million aggregate for all personal injuries and $1 million per person for bodily injury. All bids must remain valid for a minimum of 60 days after bid opening. REQUEST FOR FLIVVER FIELD TRACK RESURFACING BID

Breitung Township Schools is seeking sealed bids for Flivver Field Track Resurfacing at Kingsford High School. All potential bidders must do a site visit prior to submitting a bid. Installation to be completed by August 10, 2020. Bid specifications may be accessed from the Breitung Township School’s website, www.kingsford.org. Interested parties should submit bids to:

The sealed bid envelope should have “Flivver Field Track Resurfacing” clearly marked on it. The bid must be accompanied by a sworn and notarized statement disclosing any familial relationships that may exist (Attachment B). The bid must also include Iran Economic Sanctions Act Certification (Attachment C) and Insurance Coverage (Attachment D). If these items are not included the bid will not considered for acceptance.

Deadline for submission is 3:00 p.m. C.D.T. on Wednesday, May 6, 2020 and all bids will be opened in public at this time in the Superintendent’s Office. Bids will not be considered or accepted after this submission deadline.

Breitung Township School reserves the right to reject any or all bids and to waive omissions, irregularities or clerical errors not affecting the compliance with the plans and specifications.

Bids shall be firm between the bid opening and the anticipated project completion date.

Two (2) copies of the bid should be provided and signed by the bidder.

Flivver Field Track Resurfacing Instructions to Bidder

Project:

Repair asphalt base, resurface, and restripe 400 meter running track and two (2) high jump areas

1. Before submitting a bid, each bidder shall read the instructions to bidders, specifications and visit the site of work. The submission of a bid will be considered as conclusive evidence the bidder has made such examination.

2. A bidder may withdraw his bid either personally or by written request at any time prior to the scheduled time for submitting bids.

3. The contract, if awarded, will be awarded to the most qualified contractor, not necessarily the low bidder, subject to the owner’s right to select any or all alternates or to reject any or all bids, or to waive informality and irregularity in the bids and in the bidding, as determined to be in the best interest of the owner.

4. The owner requires that all work covered by the specifications be completed on or before

August 10, 2020. The contractor should take these dates into consideration when preparing the bid. The successful bidder will be required to submit a startup date along with a completion date.

5. The owner will execute the form of agreement only after the bidder submits certificates of insurance and shows proof that the bidder is licensed to perform this type of work in the State of Michigan, has the experience in performing this type of work and submit references of proof of work on similar projects.

6. Each bidder shall include all applicable sales taxes on all materials and labor costs in the bid sum.

7. The successful bidder will be required to obtain and pay for all permits and schedule inspections, as required.

8. The contractor shall provide a clean and safe work area at all times during the project and shall remove all debris related to the project upon completion.

Bids are due May 6, 2020 at 3:00 p.m. at 2000 Pyle Drive, Kingsford, Michigan.

Specifications:

1. Trim back all vegetation at edges of track and field events to allow for proper drainage and full application of structural coating to base mat.

2. All worn, low or delaminated areas of the existing surface will be patched or cut and patched with compatible materials.

3. Repair four (4) structural cracks that transverse across the track width:

Remove the rubber surface over and on each side of cracks.

Fill cracks with hot pour binder.

Cover with Owens Corning fiberglass material set in hot binder.

Repaired area to be filled with track surface material compatible with the surrounding surface before the resurfacing coats are applied.

4. A written detailed breakdown and a map showing the location of areas to be repaired is required with all bids. Also, provide an hourly labor cost for any other repairs that might arise during the course of this project.

5. Cleaning: The entire surface shall be cleaned with air blowers, brooms, wire brushed or high-pressure washer as needed to remove all dirt and latent material and to prepare the surface for bonding of the resurfacing spray coats.

6. All areas around the perimeter of application shall be either masked and/or protected with plastic sheeting or other suitable material.

7. Prime all running surfaces with Beyprim, a polyurethane based primer specifically formulated to be compatible with the urethane base mat at rate of .20 lbs. per square yard.

8. The spray coating shall be Beypur, an MDI-based single component, moisture cured, 100% solids, pigmented polyurethane applied in two (2) coats at a total rate of 2.16 lbs. per sq. yr.

9. Black EPDM rubber, .5-1.5 mm shall be mixed with spray coating and applied at a total rate of

1.44 lbs. per sq. yd.

10. Painting of lines to be accurately placed in accordance with the National Federation of State

High School Associations, National Collegiate Athletic Association, or United States Tennis and Track Builders Association rules and specifications, whichever is appropriate and applies.

Final layout and design shall be approved by the Kingsford High School athletic department prior to painting. All event markings shall be clearly identified in lane two. Measurements shall be made on the track to the nearest 1/100th of a foot. Angles for event markings shall be set by using a theodolite capable of reading direct to 20 seconds. Marking on the curves by chord length method will not be allowed. The line paint material shall be water base acrylic latex, compatible with rubber and hereinbefore-specified latex material. Include choice of line colors, large shaded numerals, race identifications, and shaded team name. They shall conform to appropriate governing bodies and applicable state association rules. Letter of accuracy to be provided.

11. Weather limitations: No work shall take place when the ambient temperature is less than 50 degrees or when precipitation is impending or falling. Work shall stop when wind speeds exceed 7 miles per hour.

Attachment C – Iran Economic Sanctions Act Certification
