About this file
This is a Justification Review Document and Memorandum for Record for a single-source procurement by the National Guard Bureau through the 164th Airlift Wing (Tennessee Air National Guard).
The requirement is for an Oshkosh Defense G1-to-G2 Turret-Mounted Thermal Camera Replacement Kit, FLIR M332 Gyro-Stabilized Thermal Camera System with JCU4 Joystick Control Unit, with an estimated price of $35,024.13. The procurement includes two specific part numbers: 5SK904 (the OEM replacement kit) and 732033 (the FLIR M332 thermal camera system with accessories). The justification cites 41 USC 1901 as implemented in FAR 13.106-1(b)(1) to support single-source solicitation based on brand name requirements. The contracting activity is the 164th Materiel Support Center, with Christopher Horton serving as the technical representative and Stacy Pollet as the contracting officer. The contract type is Firm Fixed Price, funded from Operations and Maintenance (O&M) Air funds. The justification emphasizes that the Oshkosh replacement kit is proprietary and uniquely engineered to interface with the G1-to-G2 platform, and that the FLIR M332 thermal camera is the only validated commercially available sensor meeting the exact form factor and interface specifications. Two sources expressed interest: Oshkosh and SAFE Industries. The Memorandum for Record references FAR 5.202(a)(10) as the exception to publicizing the acquisition and indicates that market research identified multiple vendors interested in providing brand name items. Both the requiring activity and contracting officer certified the justification as accurate and complete, with the contracting officer determining the anticipated cost to be fair and reasonable.

4a. Name of Requirement Oshkosh Defense G1-to-G2 Turret-Mounted Thermal Camera Replacement Kit, FLIR M332 Gyro-Stabilized Thermal Camera System with JCU4 Joystick Control Unit
b. Description of Requirement Part Number (PN): 5SK904, Official OEM Description: THRML CAM RPLCMT, TUR MTD, G1-G2, Quantity: One (1) Kit Part Number (PN): 732033, Quantity: One (1) System (Includes camera core, joystick control pad, PoE injectors, and cabling)
c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements Proprietary Vehicle Integration & Engineering: The Oshkosh replacement kit (PN: 5SK904) is a proprietary Original Equipment Manufacturer (OEM) design developed specifically by Oshkosh Defense. This kit is engineered to mechanically and electronically interface directly with the vehicle's turret-mounted hardware on the G1-to-G2 platform upgrade. No third-party alternative exists that can physically bolt to, receive power from, or communicate with the proprietary Oshkosh turret system. Attempting to use a non-OEM integration kit would require extensive custom structural engineering, void vehicle safety and airfield-readiness certifications, and risk critical system failure during emergency operations.
Active Gyro-Stabilization & Navigation Safety: The second apparatus requires the FLIR M332 Thermal Camera (PN: 732033) because of its integrated 2-axis mechanical gyro-stabilization and custom integration with the JCU4 joystick control unit. Emergency vehicles traveling at high speeds over rough, unpaved airfield terrain require high-performance stabilization to eliminate motion blur. The FLIR M332 / JCU4 platform is the only validated, commercially available sensor kit that meets the exact form factor, environmental durability ratings, and interface specifications of the existing vehicle display layout.
Life-cycle and Mission Impact: Procuring these exact part-numbered systems allows the government to utilize existing in-house technician training, maintain standardized spare parts inventories, and complete the upgrade without costly vehicle down-time or custom integration delays. Failure to acquire these exact brand-name parts will leave first-line crash-rescue vehicles without functional thermal imaging, directly degrading the Wing’s airfield emergency response capability and life-safety margins.
