About this file

This document is an Invitation to Negotiate (ITN) Addendum No. 2 issued by the Florida Highway Safety and Motor Vehicles (FLHSMV) for the NKB Security and Surveillance System Upgrades project. The addendum modifies the original ITN (FLHSMV-ITN-032-25) to expand and enhance the existing Department's Access Control System (ACS) and Video Management System (VMS) at the Neil Kirkman Building campus. The project requires a contractor to provide labor, materials, equipment, and services to integrate and upgrade the security systems, including 274 mobile-enabled wireless cylindrical locks, 202 video camera licenses, 6 License Plate Reader (LPR) camera licenses, and associated software and hardware. The scope covers the Neil Kirkman Building, Clara Adams building, Mail building, and K9 building.

The total budget for the installation/implementation phase is $640,172.00, with the Department preferring a cloud-based solution. The current system uses Schlage card format 40X with facility codes 1 and 4, and is currently maintained by Georgia-Florida Security & Fire. The existing infrastructure includes six wireless locksets, wall-mounted HID or Schlage readers, and a mix of wired and cloud-based cameras. The contractor will be responsible for integrating existing equipment into a unified security platform, with potential future expansion to include Florida Highway Patrol (FHP) stations. The Department will negotiate a service level agreement and requires the contractor to maintain inventory of replacement parts and provide fire alarm monitoring throughout the contract duration.

Question(s) received on 8/21/2025 from ConstructConnect

1.

Question: Is there an engineer's estimate or budget/range for this project?

Answer: The budget allocated for this project is a maximum of $640,172.00 (for the installation/implementation phase of this project).

Question(s) received on 9/8/25 and 9/9/25 from Honeywell

2.

Question: Current Lock Sets: Could you provide details on the existing cylindrical, mobile-enabled lock sets currently in use?

Answer:

The current locksets are Schlage NDE Grade 1 mobile-enabled wireless cylindrical locksets with Rhodes style levers and satin chrome finishes on a few doors within the Neil Kirkman Building (NKB). Six (6) of those wireless locksets are currently in use.

The vast majority of existing badge-access doors in the NKB are equipped with wall-mounted and hard-wired HID or Schlage readers with electric strikes and Corbin Russwin entry/office lever locksets.

3.

Question: Application Adjustments: Are there any requirements for strengthening or adjusting the current applications in your access control system?

Answer: Yes. The Department seeks an integrated access control system (ACS) and video management system (VMS) resulting in a unified security platform enabling the correlation of access events with video and enhancing incident detection and response, which may be accomplished in a variety of ways.

Options may include moving/re-licensing all cameras currently supported by the existing CompleteView VMS to the existing Avigilon VMS and adding new card readers to the existing AccessIt ACS (assuming Avigilon VMS and AccessIt ACS software are compatible for integration). Another option may include moving/re-licensing all cameras currently supported by the existing CompleteView VMS and Avigilon VMS and all card readers currently supported by the AccessIt ACS to an entirely new unified security platform that incorporates integrated ACS and VMS and adding new card readers to the entirely new integrated ACS and VMS.

4. Question: Review of old Applications: Are you open to a secondary review of the old applications? This will help us analyze any potential. improvements.

Answer: Yes.

5. Question: Card Format Information: could you provide information regarding the card format, facility code format used within your current system?

Answer: The Department currently uses Schlage card format 40X, and facility codes - 1 and 4 in the current AccessIt ACS.

6.

Question: CCTV System:

1. The existing camera schedule indicates that there are only 192 cameras accounted for, while “ATTACHMENT B Scope” states that there is a requirement for 202 licenses. Additionally, it mentions the need for 6 LPR camera licenses. Could you please confirm the exact quantity of existing cameras that are scheduled for replacement and the number of new cameras to be proposed?

2. How are these cameras routed into the system?

3. If the system is not cloud-based, are you limiting the number of video servers to just 2?

4. Is the scope of the video surveillance and access control system confined to the Neil Kirkman Building, or does it extend beyond this?

Answer: 1. Replacing existing cameras may not be required depending upon the solution proposed by the Contractor. If the solution proposed by the Contractors requires replacement of all cameras, the quantities are 202 video cameras and six (6) two-way LPR cameras.

2. Cameras are routed into the system via hard-wired connections, and in some instances, wireless connections, through switches connected to local servers. There are also eleven (11) cloud-based cameras which are not connected to local servers.

3. No. The Contractor may propose a new system may include more than two (2) video servers.

4. The scope of the ITN includes security and surveillance system upgrades for the entire Neil Kirkman building (NKB) campus, including the Neil Kirkman Building, the Clara Adams building, the Mail building, and the K- 9 building, all of which are located on the NKB campus.

Please be advised that the existing VMS and ACS also support video cameras and card readers at several Florida Highway Patrol (FHP) stations statewide, which the Department intends to maintain.

For purposes of this ITN; however, Contractors should assume the existing VMS and ACS will remain for the sole purpose of supporting FHP stations, FLHSMV-ITN-032-25 Page 5 of 7 and all costs associated with the on-going maintenance and repairs of the VMS and ACS supporting the FHP stations should not be accounted for in the cost proposed by the Contractor.

Depending upon budget and feasibility, the Department may consider migrating video cameras and readers at the FHP stations into the integrated VMS and ACS platform the Department is seeking through this ITN.

7.

Question: Access Control System:

1. Can you share the manufacturer & model number of the existing wireless locks in use?

2. Please share manufacturer and part number for existing gateways used with wireless locks.

3. Will the new doors being proposed utilize a wireless access control system or a traditional access control system?

4. Are all these locks connected to mercury-based controllers with the

Avigilon platform?

5. “Re-programming existing Access Control database to include new communication devices”. In reference to this, could you clarify what is meant by the “existing access database”? Is it removing existing database or replace system and program the database into new system

Answer: 1. Please see the response to Question No. 2 above relating to current locksets.

2. The wireless gateway(s) currently used with the six (6) existing wireless locksets are Allegion/Schlage ENGAGE Gateways with IP (PoE) & RS- 485 Communication.

3. Wireless locksets are specified for new doors due to possible cost savings associated with eliminating the requirement for network cabling and low voltage wiring connecting each access card reader to controllers in IT/Communication closets throughout the building.

4. Yes, all existing wall-mounted/hard-wired, and wireless readers are connected to mercury-based controllers and supported by AccessIt ACS platform.

5. The reference in the chart in Section 2 of Attachment B (on page 3) to “re-programming existing Access control database to include communication devices” means performing and providing all programming required for integrating all card readers. Thus, if the Contractor’s solution proposes adding new card readers to the existing access control system, AccessIt ACS, the Contractor will be responsible for any ACS/database programming required to incorporate the new card readers into the existing AccessIt ACS. Alternatively, if the Contractor’s solution proposes adding new card readers and existing card readers to an entirely new access control system, then the Contractor will be responsible for

FLHSMV-ITN-032-25 Page 6 of 7

ACS/database programming required to incorporate the new and existing card readers into the new access control system.
