About this file

This is an Addendum No. 1 document issued on February 17, 2026, by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) on behalf of the Florida Highway Patrol (FHP) for Invitation to Bid ITB-038-26 concerning the procurement of badges, pins, and accessories. The addendum addresses ten vendor questions received on February 10 and February 16, 2026, and provides clarifications on the bidding process. The solicitation seeks to establish contracts with up to two contractors for fifty-four line items including struck solid rhodium and karat klad badges, insignia pins, awards, hat badges, tie bars, whistles, collar brass, name bars, flex cuffs, and protective gear. The FHP currently has 1,982 sworn positions and has expended $86,049.37 in fiscal year 22/23, $53,750.71 in 23/24, and $77,094.12 in 24/25 under the existing contract with Designlab, Inc. Bidders must submit unit prices across eight quantity tiers for an initial five-year term and optional one-year renewal increments, with pricing firm for the contract duration unless extreme marketplace volatility warrants consideration of price increases under PUR 1000 guidelines. The Department requires ranges of shoe sizes for women's (sizes 5–12 with half sizes and regular/extra-wide widths) and men's (sizes 7–15 with half sizes and regular/extra-wide widths), with contractors required to maintain in-house inventory achieving a 99.9% fill rate within twenty-two business days for non-customized items and thirty days for customized items.

Key clarifications in the addendum include confirmation that the current contract vendor is Designlab, Inc., with current pricing provided in Attachment No. 1, and that purchase orders will be issued based on departmental need for small or bulk orders with no specified minimum order quantities per line item. Contractors must submit deliverables in accordance with Table 2 of the Scope of Work, with exact delivery dates to be determined in writing through mutual agreement between the Department's Contract Manager and the selected contractor. The Department does not provide official artwork files for badge and pin designs; bidders must obtain design information from Exhibit 1 of the Scope of Work and coordinate directly with manufacturers such as Blackinton, Premier Emblem, Strong Leather, and Bates. The addendum permits substitution of discontinued items (specifically noting that Bates style E00942 may be replaced with E01842) and confirms that all terms and conditions of the original ITB remain in effect except as modified by this addendum.

9.

Question:

Blackinton is the main supplier of Badges and Pins for this bid. Thus, Blackinton controls Pricing ,Manufacturing, Inventory, Production and Shipping. If materials and Tariffs increase, how can a Distributor hold a price for 180 days? For delivery, meeting a 22 day schedule is very doable if that item is in stock. If not, 35-45 days is reasonable, since Blackinton is the only company that has the molds for most of the badges used by government agencies.

My suggestion. When the agency ( FLHSMW ) is placing an order, usually it will begin with a Quote or Order Confirmation. At that point, the Vendor will confirm with Blackinton, production and delivery schedule. As is the case with our current government agencies.

If awarded, the Contractor’s pricing is firm for the initial and renewal terms as included in the bid. However, price increase requests may be considered for extreme and unforeseen volatility in the marketplace during a contract term, in accordance with Section 2.b. of PUR 1000. Please see Section 7.0, Packing, Shipping and Delivery of ATTACHMENT B - SCOPE OF WORK which states:

“The Contractor shall submit all deliverables in accordance with the due date outlined in Table 2- Deliverable Schedule. An exact date will be determined in writing, upon mutual agreement between the Department’s Contract Manager and the Contractor.”

Questions (s) received on 2/16/2026 from TOCA LLC

10. Question:

We are currently preparing our response to ITB-038-26 – Badges, Pins & Accessories. In order to obtain accurate and compliant pricing from manufacturers, vendors are requesting the official design artwork files for the badges and pins referenced in the solicitation.

Could you please provide the approved artwork (preferably in vector format such as AI, EPS, or high-resolution PDF) for quoting purposes? If there are multiple designs associated with specific line items, kindly clarify which artwork corresponds to each item.

We will treat all materials as confidential and use them solely for bid preparation purposes.

Thank you in advance for your assistance. We look forward to your guidance.

Answer:

Please see Attachment B Scope of Work, Exhibit 1 for detailed information on each of the items listed in the ITB, the Department does not have any official artwork available.
