About this file

This is Addendum No. 1 to Invitation to Bid ITB-038-26 issued by the Florida Department of Highway Safety and Motor Vehicles on behalf of the Florida Highway Patrol for the procurement of badges, pins, and accessories. The addendum, dated February 17, 2026, provides clarifications and answers to vendor questions submitted by the February 10, 2026 deadline. The solicitation seeks to establish contracts for fifty-four line items including struck solid rhodium and karat klad badges, insignia pins, awards, hat badges, tie bars, whistles, collar brass, name bars, flex cuffs, and protective gear. Bids are due March 3, 2026, by 2:00 p.m. Eastern Time with bid opening scheduled for the same date at 2:30 p.m. The initial contract term is five years with an optional renewal period of up to five years in single one-year increments. Bid tenure is 180 days following the bid opening date, and Notice of Intent to Award is anticipated by March 17, 2026.

Key clarifications in the addendum address vendor inquiries regarding the current incumbent contractor (Designlab, Inc.), current pricing and expenditure history, employee population served (1,982 sworn positions within FHP), and ordering procedures based on need rather than minimum quantities. The Department provided annual expenditure figures for fiscal years 2022/23 ($86,049.37), 2023/24 ($53,750.71), and 2024/25 ($77,094.12). The addendum confirms that contractors must maintain firm pricing for initial and renewal terms, though price increase requests may be considered for extreme market volatility in accordance with applicable procurement regulations. Contractors must submit deliverables in accordance with a deliverable schedule to be mutually agreed upon in writing with the Department's Contract Manager. The Department clarified that no official artwork files are available for bid preparation and that specific product specifications and design details are outlined in Exhibit 1 of the Scope of Work.

9.

Question:

Blackinton is the main supplier of Badges and Pins for this bid. Thus, Blackinton controls Pricing ,Manufacturing, Inventory, Production and Shipping. If materials and Tariffs increase, how can a Distributor hold a price for 180 days? For delivery, meeting a 22 day schedule is very doable if that item is in stock. If not, 35-45 days is reasonable, since Blackinton is the only company that has the molds for most of the badges used by government agencies.

My suggestion. When the agency ( FLHSMW ) is placing an order, usually it will begin with a Quote or Order Confirmation. At that point, the Vendor will confirm with Blackinton, production and delivery schedule. As is the case with our current government agencies.

If awarded, the Contractor’s pricing is firm for the initial and renewal terms as included in the bid. However, price increase requests may be considered for extreme and unforeseen volatility in the marketplace during a contract term, in accordance with Section 2.b. of PUR 1000. Please see Section 7.0, Packing, Shipping and Delivery of ATTACHMENT B - SCOPE OF WORK which states:

“The Contractor shall submit all deliverables in accordance with the due date outlined in Table 2- Deliverable Schedule. An exact date will be determined in writing, upon mutual agreement between the Department’s Contract Manager and the Contractor.”

Questions (s) received on 2/16/2026 from TOCA LLC

10. Question:

We are currently preparing our response to ITB-038-26 – Badges, Pins & Accessories. In order to obtain accurate and compliant pricing from manufacturers, vendors are requesting the official design artwork files for the badges and pins referenced in the solicitation.

Could you please provide the approved artwork (preferably in vector format such as AI, EPS, or high-resolution PDF) for quoting purposes? If there are multiple designs associated with specific line items, kindly clarify which artwork corresponds to each item.

We will treat all materials as confidential and use them solely for bid preparation purposes.

Thank you in advance for your assistance. We look forward to your guidance.

Answer:

Please see Attachment B Scope of Work, Exhibit 1 for detailed information on each of the items listed in the ITB, the Department does not have any official artwork available.
