About this file

This is an Addendum No. 1 to Invitation to Bid (ITB-034-26) issued by the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) for Address Correction and Certification Services. The addendum revises the Calendar of Events to extend critical deadlines for bid submission and related activities. The revised deadline for receipt of written bidder questions is December 23, 2025, at 3:00 p.m. Eastern Time, with anticipated departmental responses posted by January 13, 2026. The deadline for receipt of bids has been extended from January 21, 2026, to January 28, 2026, at 2:00 p.m. Eastern Time, with bid opening scheduled for the same date at 2:30 p.m. via conference call. The anticipated posting of the Notice of Intent to Award has been moved from February 3, 2026, to February 10, 2026. The contract term spans five years from the date of execution with an option to renew for an additional five years. The selected contractor must be licensed by the United States Postal Service to utilize CASS Certification and NCOALink for correcting and certifying address databases related to driver licenses and motor vehicle records, with processing of approximately 360 million records annually and monthly data file returns required within eight business days of submission.

The addendum clarifies mandatory bid submission requirements, confirming that bidders are not required to submit point-by-point responses to the Scope of Work beyond completing mandatory forms identified in Section 4.5, including the Bidder Information Form, Price Sheet, Bidder Qualification Questions, and compliance certifications (PUR 2023, PUR 2024, PUR 7801). Bidders must submit one electronic version of the original bid and one redacted copy as a single consolidated PDF with original signatures, in addition to an Excel version of the Price Sheet. The department prefers bids submitted as logically named, clearly labeled files suitable for public release when redacted. Bid evaluation will focus on the lowest "Grand Total Price" from responsive and responsible bidders, with a five percent price preference applied for Florida-domiciled bidders when the lowest bid comes from an out-of-state entity. The annual budget for this contract is capped at $75,000, with financial penalties of $100 per day for failure to meet performance standards, not exceeding $1,500 per month. No bid guarantee is required, and the department reserves the right to award to one or more contractors.
