About this file
This email chain documents an internal discussion among Santa Monica Police Department staff regarding procurement responsibility for a vehicle emergency lighting, equipment installation, maintenance, and parts contract for the City of Santa Monica. The contract, identified as solicitation 12501734, is a firm-fixed contract with a five-year term for providing emergency lighting and related services to emergency response vehicles for both the Police Department and Fire Department. Kellee MacDonald, Senior Buyer, initiated the inquiry on February 11, 2025, questioning whether the Fleet division typically handles vehicle lighting procurement, as she did not recall the Police Department processing such requests. Jamie Rodriguez, Assistant Administrative Analyst, responded on February 12, 2025, clarifying that Fleet is currently short-staffed and has requested the Police Department assume responsibility for processing the bid on behalf of both departments, with the Police Department already managing vehicle appointments and transfers internally.
The procurement arrangement reflects a temporary operational adjustment due to staffing constraints within Fleet Services. Currently, Fleet Services handles only invoice processing, which is scheduled to transfer to the Police Department in July 2025. This indicates the Police Department will assume full procurement and administrative responsibility for the vehicle lighting and equipment contract moving forward. The email chain provides no information regarding pricing, set-asides, incumbent vendors, or specific funding sources for the contract.

The bid would have come from Fleet. This is the first time we are handling it.

Thanks Jamie. I have see a few of these requests recently, so I am not making the wrong assumption, this is something Fleet would typically bid right? Or has PD bid this in the past?

Hi Kellee, It is my understanding that Fleet is short staffed and has requested PD to process this bid for PD & Fire. We currently handle all the appointments and transfer all vehicles ourselves, the only process Fleet handles is invoices which will be transferred over to PD in July.

Hi Jamie, I am reviewing the request for vehicle lighting and installation, this is not something I remember doing; doesn’t Fleet handle this?
