About this file
This document details the specifications for a Tire Anomaly Detection System to be installed at weigh station facilities in Illinois. The system will screen commercial vehicles at ramp speeds to identify those with flat, missing, or mismatched tires. The system will consist of in-road sensors to detect tire anomalies, an overview camera to capture images of the affected vehicles, and a workstation inside the scale house for the Truck Weight Inspector to view the information. The sensors must be installed flush with the road surface and meet ASTM E 1318-09 requirements. This system will integrate with the existing Ramp Weigh-in-Motion (WIM) System.
The related state and local contract opportunity is for the procurement of the Tire Pressure Sensors for this project, which will be solicited through an Invitation for Bids (IFB) by the Illinois Department of Transportation (IDOT) for use in Will County, Illinois. No additional details are provided regarding pricing terms, set asides, incumbents, funding requirements, or the contract term.

Tire Anomaly Detection System
The tire anomaly detection system shall screen commercial vehicles at ramp speeds at weigh station facilities to identify those vehicles which are unsafe due to flat, missing or miss-matched tires. The system shall identify vehicles which have tire anomalies and notify the Truck Weight Inspector (TWI) inside the scale house.
The tire anomaly detection system sensors shall be supplied, installed, and integrated into the existing Ramp WIM System for the automatic detection of tire anomalies at ramp speeds (30 mph to 50 mph). The tire anomaly detection system shall be capable of detecting flat, missing, and mismatched tires. The information will be flagged and sent to the existing Ramp WIM System to be included in the vehicle record file.
The tire anomaly detection system shall consist of in-road sensors that will detect and measure the tires. These sensors will need to pass any tire anomaly information along to the TWI inside the weigh station. An overview camera will be needed to identify which commercial vehicle has the tire anomaly. This camera shall be able to capture full color images in daytime operations as well as near-infrared images during low-light or night time operations. These images shall be linked with the specific commercial vehicle with the tire anomaly. Once collected, this information will need to be visible on a workstation (laptop/desktop) inside the scale house so that the TWI can identify and inspect the affected tire.
The sensors shall be installed flush with the road surface. The roadway shall meet the requirements of Section 6 of ASTM E 1318-09 to achieve optimal system performance.
The installation grout shall be a Grounding Compound.
