About this file

This is an award posting document for Florida Keys Electric Cooperative Association (FKEC) regarding a seven-year inspection program for its electric distribution pole system. FKEC solicited bids for the inspection of approximately 15,322 poles comprising 10,801 wood, 2,735 concrete, 1,442 ductile iron, 335 steel, 6 fiberglass, and 3 hybrid poles distributed across the Upper and Middle Florida Keys. The bid submission deadline was July 30, 2026 at 2:00 p.m., with written questions due by July 23, 2026. The intent to award was scheduled for August 17, 2026, and project completion is required by December 31, 2033. Work will be performed in substantially equal annual increments from 2027 through 2033 and must comply with Florida Public Service Commission Rule 25-18.020, National Electrical Safety Code (NESC) standards, and OSHA 29 CFR 1910.269 requirements for field personnel certification.

The scope encompasses visual inspections, non-destructive testing, sounding, excavation, and wood treatment services using a unit-rate pricing methodology with a Total Not To Exceed Price designation. Contractor qualifications and staff experience were weighted at 40 points, relevant past performance at 20 points, and cost proposals at 40 points in the evaluation process. Contractors were required to hold valid Florida business licenses, necessary operating permits, and demonstrate substantial experience in pole inspections with documented safety programs. FKEC reserves the right to withhold 10 percent of projected costs if scheduled completion dates are exceeded, with withheld funds released only upon satisfactory completion of all deliverables. FKEC also reserves the right to award to multiple respondents and retains the ability to cancel the solicitation at any time. Contractors intending to subcontract must take affirmative steps to solicit small, minority, and women-owned business enterprises.
