About this file
This document is a bid award notification from the Florida Keys Electric Cooperative Association, Inc. (FKEC) for Bid #25-20, which solicited specifications for Helicopter Service Storm Rate Master Service Agreement (MSA). The bid was awarded to four vendors: Chesapeake Bay Helicopters, Inc., HeliService, LLC, JBI Helicopter Services, and Tempest Energy, LLC on April 21, 2025.
FKEC explicitly notes that this was not a public bid opening and therefore will not disclose the winning proposal details. The cooperative also asserts that under Florida Statute Title X, Chapter 119, they do not meet the definition of a "state and local government agency" and are thus not subject to statute enforcement. FKEC reserves the right to protect the privacy of their bidders and vendors, and has provided a link to the Florida statute for additional context regarding the "Sunshine Law" interpretation.
