About this file
This document is an award posting from the Florida Keys Electric Cooperative Association, Inc. (FKEC) for Bid #25-20, a Master Service Agreement (MSA) for Helicopter Service Storm Rates. The bid was awarded to four vendors: Chesapeake Bay Helicopters, Inc., HeliService, LLC, JBI Helicopter Services, and Tempest Energy, LLC. The purpose of this contract is to provide helicopter services for inspecting FKEC's service territory after natural disasters such as hurricanes, storm surges, or tornados, enabling assessment of structures not accessible by truck and facilitating air ferrying services when necessary.
FKEC explicitly notes that this was not a public bid opening and therefore cannot share detailed winning proposal information. The cooperative also emphasizes that according to Florida Statute Title X, Chapter 119, they do not meet the definition of a "state and local government agency" and are therefore not subject to statutory enforcement. FKEC reserves the right to protect the privacy of their bidders and vendors, and provides a link to the Florida legislative statute for further reference to the "Sunshine Law" regarding public records and transparency.
