About this file
Sole Source Justification Summary
This is a Sole Source Justification (FAR 13.106-1(b)(2)) for contract SP4702-26-R-0007 issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia for Fire Protection Services at Defense Supply Center Columbus (DSCC).
The Defense Logistics Agency requires all-inclusive fire protection services to maintain Fire Alarm/Mass Notification Systems (MNS) and Fire Suppression Systems at DSCC Columbus. Services include performance-based maintenance, repair, testing, and inspection to achieve 99% system reliability. The existing equipment includes Simplex 4100 and EST-3 model fire alarm systems and various fire suppression systems across multiple buildings. The contractor must provide factory-trained and certified technicians with expertise in troubleshooting and programming, available for 24/7 emergency service. The total estimated firm fixed price (FFP) requirement spans a base period from September 25, 2026 to September 24, 2027, with four optional one-year periods through September 24, 2031. Total estimated life cycle cost is redacted.
The justification supports sole source award based on statutory authority under 10 U.S.C. 2304(a)(1) and FAR 6.103-1(b), citing that only one qualified source possesses the necessary technical expertise for proprietary fire alarm systems. The sole source operates proprietary software accessible only to factory-trained personnel via password-protected licensed tools, and manufacturer district offices are the only entities providing certified technicians. Award to any other contractor would pose significant risk to government infrastructure and life safety. The contracting officer will use price analysis techniques including competitive pricing comparisons, independent government cost estimates, and market research to ensure fair and reasonable pricing. DLA commits to continued market surveillance for future acquisitions to remove competition barriers where practicable.
