Sources Sought Defense Logistics Agency (DLA) Financial Management Support
1. DISCLAIMER: This sources sought is for planning purposes only and is not a request for proposal (RFP), invitation for bid (IFB), or an obligation on the part of the government to acquire any supplies/services. Responses to this sources sought are not offers and cannot be accepted by the government to form a binding contract. The government will determine if/how to proceed based on the results of this notice. Companies that respond to this notice should not expect to receive feedback regarding submissions. The government will not pay any costs incurred in response to this notice. All costs associated with responding to this sources sought will be solely at the expense of the responding party. The information provided in this notice is subject to change and is not binding on the government.
2. LOCATION: Personnel may be required to report to the following locations within the recallable timeframe (est. 2 hours or 100-mile one-way distance).
· DLA Headquarters, 8725 John J. Kingman Road, Fort Belvoir, VA 22060.
· Pentagon, 1400 Defense Pentagon, Washington, DC 20301-1400.
3. OBJECTIVE: The contractor shall provide experienced and knowledgeable financial management services to assist DLA in managing the O&M funded programs (Contingency Logistics, Defense Mapping, and Homeless Blankets) and the Procurement appropriated HFC program. The contractor shall provide the necessary financial and analytical support to generate financial documents in the agency’s system of record (currently the Enterprise Business System (EBS)) and to maintain all financial documentation on DLA’s knowledge management SharePoint site.
4. DESCRIPTION OF INFORMATION REQUESTED: All interested vendors with experience as outlined above must provide a capability statement that includes the following information related to this product:
a. Company name
b. GSA contract number
c. NASA SEWP contract number
d. Other government-wide contracts/numbers
e. Socioeconomic status(es)
f. CAGE code
g. DUNS number
h. Size of business relative to NAICS code
i. Mailing address
j. Name, telephone number, and email address for primary point of contact (POC) with the authority and knowledge to clarify responses with government representatives and can verify the demonstrated capabilities.
k. Any questions or clarification requests regarding the requirement.
l. Would you be able to provide qualified personnel that is about 2 hours or 100-mile one-way distance from the places of performance in the PWS? Please explain your resources.
5. Any information provided by industry to the government as a result of this sources sought is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of any direct or indirect costs or changes to the government will arise as a result of vendor submission of responses or the government’s use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future RFP if applicable. The limit for all responses is 5 pages single-sided in Microsoft Word or Adobe PDF format with a maximum of 12-point font on an 8.5 x 11 page with margins of 1”.
6. Interested vendors should submit their response through email to Thomas J. Walsh III at thomas.j.walsh@dla.mil with “Sources Sought – DLA Financial Management Support” in the subject line. It is the vendor’s responsibility to ensure the email was received and is viewable.
