About this file
This document is a detailed specification for boat motor replacements issued by the Illinois Department of Natural Resources - Office of Law Enforcement. The agency seeks to procure four replacement boat motors with installation, specifically for three separate locations: Rock Island (two motor replacements) and Benton (two engines for one boat). The project requires newly manufactured motors, with installation to be completed by June 30th, 2025. Each motor replacement has specific technical requirements, including horsepower ranges from 50 to 225 HP, with stipulations for four-stroke engines, specific shaft lengths, and detailed performance specifications. The procurement process mandates that successful bidders must be licensed boat dealers and certified vendors for the selected brand/manufacturer.
The solicitation includes several important vendor requirements, such as providing full manufacturer warranties, submitting detailed product literature, and ensuring that at least 51% of the work is completed by the prime contractor. Remanufactured or reconditioned equipment is explicitly not acceptable. The award will be made to the compliant low bidder by line item, with each line to be awarded separately. Vendors must demonstrate product compatibility, provide complete assemblies, and ensure expeditious service. The specification allows for "or equal" submissions with the burden of proof on the bidder, and emphasizes that brand name references are for establishing quality standards rather than limiting competition. Existing motors removed will remain the property of the State, and the document provides extensive technical specifications for each replacement motor, including engine type, fuel requirements, starting systems, and propeller details.
