About this file

This is a Statement of Work (SOW) between the Oregon Department of Fish and Wildlife (ODFW) and Matson's Laboratory, LLC for wildlife population research services. The contract involves processing wildlife tooth samples for cementum age and tetracycline biomarker analysis across multiple species including deer, elk, pronghorn antelope, cougar, black bear, bobcat, river otter, and marten. Approximately 10 shipments of tooth samples will be processed annually, primarily during August and January to align with big game hunting seasons. The contract term covers three years with a maximum annual compensation of $75,000, and a total contract value of $225,000.

Pricing is structured on a per-tooth basis, with rates of $9.20 per tooth for clean, section, and cementum age analysis across all species, $5.75 per tooth for tetracycline biomarker screening for bear teeth, and $2.10 per tooth for reproductive history reconstruction of bear teeth. The services will provide critical population-level information for wildlife management decisions, leveraging Matson's Laboratory's 35-year history of working with ODFW. The laboratory will process tooth samples, provide electronic results, and periodically submit teeth for accuracy verification. Invoicing will occur after each tooth sample shipment is processed, with payments based on fixed per-tooth rates.

II. Background and Purpose:

Cementum age and tetracycline biomarker data provides population level information for statewide management decisions involving harvest and population statistics of big game species and furbearers within Oregon. The age and tetracycline data provides crucial information to ODFW wildlife managers to better manage big game and furbearer populations within Oregon.

The services provided by Matson’s Laboratory, LLC have been utilized by ODFW Wildlife Health and Population Laboratory for over 35 years. Matson’s Laboratory, LLC provides a service that can be utilized comparatively over long periods of time that encompasses ongoing ODFW research needs and wildlife management programs. The accuracy and precision of Cementum Age Analysis and Tetracycline Biomarker Analysis that Matson’s Laboratory, LLC provides is invaluable to ODFW wildlife and research programs.

III. Tasks:

A. Contractor Agrees to:

1. Process and age teeth from a variety of Oregon wildlife species (deer, elk, pronghorn antelope, cougar, black bear, bobcat, river otter, and marten) utilizing Cementum Age Analysis.

2. As needed, Matson’s Laboratory LLC will process and detect the presence or absence of tetracycline biomarker in black bear teeth by utilizing Tetracycline Biomarker Analysis as needed.

3. When applicable, Matson’s Laboratory, LLC will provide Reproduction History Reconstruction of adult female black bear teeth.

3. Submit a master inventory list and an order form for all teeth submitted.

IV. Schedule:

Approximately 10 shipments of tooth samples will be submitted to Matson’s Laboratory, LLC annually for Cementum Age and Tetracycline Biomarker Analysis. Most shipments will occur during the months of August and January, coinciding with ODFW big game hunting seasons.

V. Deliverable Review and Acceptance Process:

Several teeth from the same animals as well as teeth from animals where their age is verified by research studies will periodically be submitted to compare and evaluate lab accuracy and precision.

VI. Budget:

Matson’s Laboratory will receive payment after each shipment of teeth has been processed and results have been received electronically by the Wildlife Health and Population Lab.

Payment will be based on a fixed price for each tooth processed by Matson’s Laboratory.

The following rates and not to exceed amounts are authorized pursuant to this agreement:

$9.20/tooth-Clean, Section and Cementum Age: (all species)
