About this file

This is a Request for Proposal (RFP) issued by the Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Maintenance and Highway Districts 2, 4, and 6 for retrofit snow and ice removal trucks. The solicitation seeks vendors to provide retrofitted tandem and single-axle trucks equipped with 12-foot snowplows, V-box hopper spreaders, ground speed control systems, two-way radios, and liquid chloride dispensing units across seven Kentucky counties: Grant County (3 trucks), Harrison County (2 trucks), Boone County (8 trucks), Kenton County (10 trucks), Ohio County (4 trucks), Hardin County (1 truck), and Hart County (2 trucks), for a total of 30 trucks. Proposals were due June 9, 2021 at 3:30 PM EST, with the RFP originally released May 11, 2021. The contract term is effective upon award and expires April 15, 2028 for trucks model year 2012 and newer, or April 15, 2024 for model year 2011 or older trucks. Multiple addenda were issued, including modifications to expand counties, increase yearly retrofit to $30,000, and adjust the closing date.

The annual retrofit payment bid for each truck cannot exceed $30,000, with bids in excess of that amount considered excessive and ineligible for award. The hourly rate for salting and plowing operations (November 1 through April 15) cannot exceed $200 per hour, with a four-hour minimum guaranteed payment per callout and a two-hour minimum for subsequent shifts. Annual retrofit payments are divided into seven equal monthly payments beginning in November upon passing inspection and continuing through April 15. Vendors must furnish proof of ownership or possession, maintain current vehicle registration and licensing throughout the contract term, provide a minimum of two certified CDL drivers per truck, and maintain general liability insurance of $1,000,000 per occurrence plus Kentucky workers' compensation insurance. The Commonwealth is tax exempt and will not reimburse proposal development costs. Penalties ranging from $250 to $1,500 per occurrence are assessed for failure to meet operational requirements, including late truck deployment, equipment deficiencies, driver non-compliance, and AVL system failures.
