About this file
This is a Solicitation Modification document from the Commonwealth of Kentucky's Division of Engineering and Contract Administration for the Department of Juvenile Justice. The solicitation seeks general construction services to repair tornado damage at the Mayfield Youth Development Center in Mayfield, Kentucky. The project encompasses three primary areas: demolition and reconstruction of an Equipment Garage with a new connector structure to an adjoining Maintenance Shop; expansion and renovation of the existing Maintenance Garage with a 12' x 30' addition; and complete demolition and reconstruction of a Lawn and Garden Storage facility as a new pole barn structure. The solicitation was originally issued on July 11, 2022, and has been resolicited following receipt of no bids. The revised official bid opening date is September 8, 2022, at 2:00 P.M. Eastern Time, with bids submitted via MOVEit FTP. Interested contractors were encouraged to conduct site visits on August 24, 2022, from 9:00 A.M. to 2:00 P.M. Central Time, with Matthew Mohler from the Department of Juvenile Justice available at (270) 978-3716. Questions regarding the project should be directed to Curt Swinford at CMS Architects (curt@cms-architects.com, 270-527-5805). All bid documents, specifications, and drawings are available through the State of Kentucky Plan Room at no charge for download.
The solicitation does not specify unit costs or line totals, as pricing is to be provided by bidding contractors. All documents must be submitted electronically; online bidding is prohibited, requiring submission through the designated MOVEit system. Bidders must clearly identify their firm's position as prime bidder, miscellaneous subcontractor, material supplier, or other category. All forms included in the bid documents must be completely filled out upon submission. The document indicates this is a secure submission process with date and time stamping; however, no late bids will be accepted, and bidders assume full responsibility for timely delivery. Contractors were advised to follow current state COVID guidelines, though a subsequent addendum clarified that specific Department of Corrections COVID requirements do not apply to this project.
