About this file

This document is a Solicitation Modification Addenda (Addenda #5) issued by the Commonwealth of Kentucky for HVAC Repairs Phase II at the Department of Criminal Justice Training facilities in Richmond, Kentucky. The project involves construction services and general maintenance and repair work classified under Commodity Code 912. A pre-bid meeting was scheduled for December 12, 2018, at 10:00 AM Eastern Time at the Funderburk Building in Richmond, Kentucky, where representatives from Facilities and Support Services and DOCJT would conduct site tours and project briefings. The solicitation number is RFB 785 1900000359, with bids due on January 9, 2019, at 2:00 PM. Contractors were required to submit sealed bids to the Finance Division of Engineering & Contract Administration at The Bush Building in Frankfort, Kentucky. Bidders were instructed to download specifications and drawings from the State Plan Room at no charge, with hard copies available for a fee. The project documentation was to be processed through the Owner's Document Collaboration System (eCommunications), and all project participants were required to use this web-based platform for all submissions and communications.

Award determination would be made to the contractor submitting the lowest combined total of Bid A and Bid B, with both bids required for a contractor to be deemed responsive. Addendum #3 specified that contractors must bid both components to qualify. The document prohibited online bidding and required authorized agent signatures unless responses were submitted electronically. Contact information for inquiries was provided by Kristi Sharp, CPPB, Statewide Procurement Analyst II, at the Division of Engineering and Contract Administration. Additional project contacts included Chris Renaud from Staggs and Fisher Consulting Engineers, Scott Baker from the Division of Engineering, and Kevin Rader from DOCJT. The solicitation documentation indicated that additive alternates and allowances referenced in earlier versions were to be disregarded and would not be bid under this invitation to bid.
