The solicitation requests the procurement and installation of two Griffin 824 Explosives and Narcotics Detection Systems or approved equivalents at Bluegrass Station located at 5751 Briar Hill Road, Lexington, Kentucky. One unit will be installed at the main entry gate and one at the truck search gate. The systems are designed and manufactured by FLIR Systems, Inc., and utilize gas chromatograph or mass spectrometry technology for selective explosives and narcotics trace detection. The scope of work includes procurement, installation, and comprehensive operator training for 20 individuals across multiple shifts, with training sessions scheduled at 8:00 AM and 3:00 PM to accommodate shift operations. Training must be completed within one week of system installation and conducted on-site at Bluegrass Station. The solicitation was issued on November 13, 2020, with a closing date of November 20, 2020, at 1:30 PM. This is Solicitation Number RFB 758 2100000247, and it represents Addenda #2 to the original solicitation.
Bidders proposing alternate brands or specifications must submit descriptive literature with their bids for evaluation of equivalency, with failure to provide sufficient documentation potentially resulting in a non-responsive bid determination. The contract will be written to reflect the Griffin 824 specification unless alternative brands are approved. Vendors must provide all materials, labor, and equipment necessary to complete the installation, and the unit must include initial consumables to ensure operational status upon installation. The unit must be rugged enough for operation in a guardhouse environment by security personnel with a high school diploma or GED equivalent. Bidders are required to complete and sign the face of the solicitation document, submit bid information with best pricing and delivery terms, and acknowledge their understanding of all terms and conditions outlined in Attachment A and any subsequent addenda. The Finance and Administration Cabinet reserves the right to deem non-compliant vendors ineligible from further participation in the solicitation.

Bidders who propose alternate brands/specifications should enclose descriptive literature with their bids so that the equality can be verified. Failure to enclose sufficient literature may result in a non-responsive bid. If the brands are not changed, the contract will be written accordingly and the successful bidder shall be required to deliver the brand/specification stated in the solicitation.
The vendor will provide all materials, labor, and equipment to complete the following scope of work: Procure and install two (2) GRIFFIN 824 Explosives and Narcotics Detection Systems or equivalent; one at the main entry gate and one at the truck search gate, at Bluegrass Station, 5751 Briar Hill Road, Lexington, KY.
The GRIFFIN 824 is designed and manufactured by FLIR Systems, Inc. It offers selective explosives and narcotics trace detection in a desktop computer form. Surface residue is collected using a sample ticket then inserted into the system.
These devices will be either gas chromatograph or mass spectrometry based with selective capabilities focusing on explosives detection.
The two detectors will support operational decision makers by characterizing chemical hazards following indications of chemical presence.
They will provide the identification of suspected threat material to assist in characterizing contamination and provide information to support selection of appropriate protection levels.
General specifications will fulfill the following:
Security will use the GC/MS detector to identify suspected explosive chemical threat materials that are on surfaces. It has to be rugged enough to operate in a guardhouse by security personnel.
The unit must use simple swabs to sample personnel, visitors, packages and vehicles in a short amount of time as to not impede traffic arriving on station.
The unit must come with initial consumables to be operational upon install.
The GC/MS unit will mount on the interior of the guardhouse in an environmentally controlled area. Personnel operating the unit will have an education level of at least a high school graduate/GED equivalent.
The specifications must meet those of a GRIFFIN 824 unit as a minimum. This scope of work includes installation and operator training (for multiple shifts) on the devices.
The training shall take place on site at Bluegrass Station. Twenty (20) individuals will need this training. Training sessions will need to occur in two separate sessions to accommodate shifts, one at 8:00 AM and one at 3:00 PM. The training must be completed within one week of the installation of the system.
