About this file

This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky for the procurement and installation of explosives and narcotics detection systems. The solicitation, numbered RFB 758 2100000247, requests two Griffin 824 Explosives and Narcotics Detection Systems or approved equivalents to be installed at Bluegrass Station in Lexington, Kentucky—one at the main entry gate and one at the truck search gate. The systems are gas chromatograph or mass spectrometry-based devices designed to detect explosives and narcotics trace residue collected via sample tickets. The scope of work includes procurement, installation, and operator training for twenty individuals across two separate training sessions (8:00 AM and 3:00 PM) to be completed within one week of installation. The training must accommodate multiple shifts and prepare personnel with at least a high school diploma or GED equivalent. The solicitation was issued on November 5, 2020, with bids due by November 19, 2020, at 1:30 PM. Interested vendors are directed to contact Keith Srutowski at 502-564-7007 for additional information.

Bidders proposing alternate brands or specifications must submit descriptive literature with their bids for equality verification; failure to provide sufficient documentation may result in a non-responsive bid. The Griffin 824 is manufactured by FLIR Systems, Inc. and must be rugged enough for operation in a guardhouse by security personnel, with simple swab sampling capabilities to minimize disruption to arriving traffic. The equipment must include initial consumables for operational readiness upon installation and be mounted in an environmentally controlled interior area of the guardhouse. All vendors must sign the face of the solicitation and complete the submission checklist, acknowledging compliance with the solicitation terms and conditions outlined in Attachment A. The Finance and Administration Cabinet reserves the right to deem vendors ineligible if they fail to comply with solicitation provisions. No specific pricing information, set asides, or contract term length is detailed in this document.

The vendor will provide all materials, labor, and equipment to complete the following scope of work: Procure and install two (2) GRIFFIN 824 Explosives and Narcotics Detection Systems or equivalent; one at the main entry gate and one at the truck search gate, at Bluegrass Station, 5751 Briar Hill Road, Lexington, KY.

The GRIFFIN 824 is designed and manufactured by FLIR Systems, Inc. It offers selective explosives and narcotics trace detection in a desktop computer form. Surface residue is collected using a sample ticket then inserted into the system.

These devices will be either gas chromatograph or mass spectrometry based with selective capabilities focusing on explosives detection.

The two detectors will support operational decision makers by characterizing chemical hazards following indications of chemical presence.

They will provide the identification of suspected threat material to assist in characterizing contamination and provide information to support selection of appropriate protection levels.

General specifications will fulfill the following:

Security will use the GC/MS detector to identify suspected explosive chemical threat materials that are on surfaces. It has to be rugged enough to operate in a guardhouse by security personnel.

The unit must use simple swabs to sample personnel, visitors, packages and vehicles in a short amount of time as to not impede traffic arriving on station.

The unit must come with initial consumables to be operational upon install.

The GC/MS unit will mount on the interior of the guardhouse in an environmentally controlled area. Personnel operating the unit will have an education level of at least a high school graduate/GED equivalent.

The specifications must meet those of a GRIFFIN 824 unit as a minimum. This scope of work includes installation and operator training (for multiple shifts) on the devices.

The training shall take place on site at Bluegrass Station. Twenty (20) individuals will need this training. Training sessions will need to occur in two separate sessions to accommodate shifts, one at 8:00 AM and one at 3:00 PM. The training must be completed within one week of the installation of the system.
