About this file

This document is a set of Questions and Answers related to a federal contract opportunity for an AV Monitoring System Installation Service. The key details are:

The contract requires the installation of an audio/video monitoring system with 3 large monitors to view 10 rooms simultaneously and 2 additional 24-inch monitors to view individual rooms. The contractor is responsible for providing all necessary equipment, cabling, and installation services. TAA compliance is not required as this is a commercial item. The contractor is advised to conduct a site visit to understand the building layout and construction details prior to submitting a quote. The government cannot disclose the estimated budget but indicates the purchasing authority is limited to the Simplified Acquisition Threshold. The original solicitation closing date has been extended to April 3, 2024 at 12pm EST to allow vendors to revise their quotes after the removal of a requirement for red LED indicator lights.

# Question Answer 1 The Statement of Work describes a 24-inch monitor for single room viewing used in 2 of the monitoring rooms. We don’t see that item in the equipment list.

Please clarify the requirement.

The job will need a total of 5 TV/Monitors (3 larger monitors for seeing all 10 rooms simultaneously and 2 additional smaller (24”) monitors for seeing an individual selected room. However, it may not be necessary to have the two additional TV/monitors, if the system is designed such that the individually selected room can be seen on the large monitor (temporarily replacing a view of all 10 rooms).

2 There is no mention in the Statement of Work regarding Trade Act Agreement (TAA). Must products be TAA compliant?

TAA compliance is not required per FAR 25.103(b)(3)(e) and DFARS 225.103(b)(ii), as this is a Commercial requirement and all IT products should be Commercial Off the Shelf.

3 Question about the microphone signal: According to the plan, the microphone signal will flow as follows (see image). In this case, we would need to connect 10 microphone cables. Is there an audio mixer available?

Please assume there is no existing audio or video equipment, i.e. new install. Please include any and all equipment needed in the design proposal/quote.

4 If there is no mixer available, the signal through the preamp needs to be reconnected to the camera. In that case, a total of 3 cables need to be connected between the monitoring room and each room. To reduce cables and labor, it seems like a good idea to replace the 2-channel preamp with a 1-channel preamp and install the replaced preamp in each room.

Could you please confirm?

Please propose a design that you feel is more efficient and cost-effective, while still meeting the requirements of functionality for the end-user.

5 This is a question related to the LED indicator:

When recording, the LED needs to be lit up. In that case, do you currently have equipment that can supply DC power to the LED indicator?

if not, we would like to add the “Blackmagic Gpi and Tally interface”. Could you please confirm?

Please assume there is no existing audio or video equipment, i.e. new install. Please include recommended/proposed hardware/system components in the offer.

7 The requirement states that both a 32" TV and 24” Monitor need to be installed in Room 127, SUPERVISOR OFFICE. Should the contractor purchase only the 32-inch TV? Or should the 24-inch Monitor also be included in the quote?"

Both SUPERVISOR OFFICE and MONITORING ROOM should have identical monitoring capability.

8 We will be installing a total of 3 TVs. Can the TV Wall Mount be included in the quote?

Wall mounts should be included in the quote.

A site visit is recommended to understand the wall material as most of the rooms are of metal construction, while two have more standard drywall.

9 In the Monitoring Room, the 32-inch TV displays Camera Feeds from 10 rooms in Multi-view. Should the 32-inch TV also be capable of displaying selective signals?

The job will need a total of 5 TV/Monitors (3 larger monitors for seeing all 10 rooms simultaneously and 2 additional smaller (24”) monitors for seeing an individual selected room. However, it may not be necessary to have the two additional TV/monitors, if the system is designed such that the individually selected room can be seen on the large monitor (temporarily replacing a view of all 10 rooms).

10 Questions regarding the area of the room:

Approximately, what is the height of the room?

Based on the Monitor Room (113C) as a reference point, what are the distances to the farthest and closest rooms (approximately)?

The metal ceiling height within the ten monitored booths (as well as the MONITORING ROOM) is approximately 7ft, with mostly open ceiling space above the booths. Due to the complex layout of this building, regarding the distances of cable runs, it would be advisable to perform an on-site visit in advance of submitting a quote for this project. See contact details in the RFQ.

11 What would be the approximate budget for this project?

The Government cannot disclose the estimated budget for this requirement.

However, the Contracting Office only has limited purchasing authority up to the Simplified Acquisition Threshold (SAT).

12 SUBMISSION OF QUESTIONS AND QUOTES:

“Quote Submission. All quotes must be received by Friday, 1 March 2024 at 12:00 PM EST. All quotes submitted for this solicitation must be electronically sent to the following email addresses:

lecia.rosario@ncis.navy.mil and kristin.gomez@ncis.navy.mil.” Will the Government please grant an extension to the final deadline to ensure Contractors have 5 (five) business days, once answers are posted, to submit responses?

The Government will consider an extension as responses are received closer to the closing date.

13 REQUIREMENTS: “Each room is identified below with its specifications.” Please provide floor plans with lengths and widths of each room.

Requests for floor plans can be sent to Brett Boley directly, brett.boley@ncis.navy.mil vice public

14 Are there specific methods such as J-hook, home run, conduit, or others designated for all cables of the New AV system?

There is a significant amount of open space between the tops of the booth and the roof itself. Most wiring can be run through the open ceiling without worrying about conduit, though zip-ties for neatness may be appropriate. There are several areas in the building which are isolated and wiring will have to circum-navigate these areas. To better understand this concept, an in-person visit to the building in advance of quoting, is advisable.

15 What type of wall (or ceiling) will the camera be installed on (concrete, drywall, etc.)?

Cameras (as well as microphones and LED indicator lights) will be installed in the metal ceiling of the sound isolation booths. To understand the nature of these booths, it may be helpful to view information posted on the manufacturer’s website at (https://shop.wengercorp.com/education/soun dlokr-sound-isolation-rooms.html), though the website may reflect a newer model of booth, they are very similar to what is currently installed. For absolute clarity, an in-person visit to the building, in advance of quoting, is recommended.

16 What type of ceiling will the microphone be installed on (open, drop ceiling, etc.)?

See the answer to question 15 answer.

17 What type of finishing material is used between rooms?

All 10 monitored booths are of metal construction (see URL above in answer #15).

The space referred to as MONITORING ROOM is also of a similar metal construction.

The other two locations, where equipment is to be installed for actual monitoring, are composed of standard framed walls/drywall.
