About this file

This is a Final Question & Answer Sheet for solicitation DQ1 2017*0372 addressing the procurement of Wood Elk Panels, with delivery locations in Craig, Steamboat, Garfield, and Delta. The panels consist of deck and stringer boards constructed from either surfaced or rough-sawn lumber, with specifications requiring 13 pieces of 7/8" x 3.8" boards at 8 feet in length per panel, though vendors may substitute 2x4 pieces for the back 4 boards at their discretion. Board length tolerance is 1/4" to 1", and spacing tolerances between deck boards are 1/8" to 1/4". Each 8'x8' panel requires 156 nails total, with 12 nails per board and 3 nails at each crossing point. Panels must be bundled in quantities of 10 or 20 depending on vendor preference and processing capability. Delivery sites require 48 hours' notice and driver contact one day prior to arrival, with forklift availability confirmed at all locations. The vendor registration requirement through VSS was established as December 5, 2016.

Galvanized fasteners are preferred but optional, and no heat treatment stamp or product wrapping is required as the panels are designated for outdoor use only. Vendors may choose to bend nails over or use thicker 2x4 boards on the back to address protruding fasteners. Delivery priority sequences shipments to Craig first, followed by Steamboat, Garfield, and Delta, with amounts potentially reduced for Craig and Garfield and remaining inventory directed to Delta based on truck capacity. All delivery sites feature snow removal and gravel road access within approximately 100 yards of paved roads with no anticipated accessibility issues based on past performance. No specific pricing terms, set-asides, or funding source information is provided in this clarification document.

Question and Answer Sheet DQ1 2017*0372 – Wood Elk Panels

1) Does the lumber need to be surfaced or rough sawn?

i. Answer: either one works. Especially rough if it leaves the boards a little bit thicker

2) Does the lumber need a HT (heat-treated) stamp on it?

i. Answer: No

3) Picture shows 14 boards on “deck”, spec say 13, which is correct?

i. Answer: 13 sorry for the confusion those are old panels.

4) Repeating/clarifying deck and stringer boards are identical?

i. Answer: Yes, but last year we aloud 2x4 pieces for the back 4 boards. We are allowing this again this year also. So, the decision is up to the vendor based on those two options.

5) What tolerance in lengths of deck and stringer boards? Most lumber comes slightly over length.

i. Answer: 1/4” to 1”

6) ALL board foot (“bd ft”) amounts are incorrect to the number/size/lengths of boards used on all pages – do we go by the detailed specs or somehow recalculate the sizes differently to arrive at the bd ft numbers in total? Note the “total new lumber volume on page #3 is correct for 13 pcs 7/8”x3.8-8’, but as we examine pictures, pictures indicate need for a total of 18 boards? Or do specs need to be corrected?

i. Answer: specs are right pictures were old.

7) Delivery and assembly costs are the majority of a potential bid – Do pallets need to be bundled in certain sized bundles or other packaging/wrapping/delivery special specifications?

i. Answer: We would like the panels to be bundled in 10’s or at least 20’s.

Depending on what is easier the vendors processing.

8) In pictures the stringers appear to be sized differently than the deck boards? At least in width.

i. Answer: the boards are dried out which is the cause for some of that. Also we allow slight differences in width. Up to ¼”

9) Although wood may have been dried at mill, unless wrapped, especially in wetter winter weather and in transport, wood may take on a new moisture, any requirement?

i. Answer: No, no need to wrap this product. It’s for outdoor use only.

10) Do fasteners need to be galvanized or stainless steel or?

i. Answer: Galvanized is preferred this is also up to the vendor

11) Any need/desire to ship one location preference to another? Or can each location be shipped until complete and then proceed to another location?

i. Answer: Preference will be Craig first then Steamboat then Garfield then Delta the amounts may be less for Garfield and Craig. The extra will go to Delta. This all depends on how many will fit on a truck at one time.

12) Will the delivery sites have forklifts/supplied operator to unload the panels on site?

i. Answer: Yes. They will need 48hr notice of delivery and contact from the driver a day before on a time of arrival.

13) Are all delivery points paved to the exact location? And snow removed as needed? Any accessibility issues?

i. Answer: Snow removal yes, gravel roads not far from paved road maybe 100 yards. We didn’t have any issues in past years so we should be good on accessibility.

14) Clarifying: the deck boards are spaced evenly? What tolerance in spacing differences? On page #2 states “Staggered top deck fastener placement” – this refers to fasteners only or deck boards also?

i. Answer: ¼” to ½” tolerance on spacing differences.

15) Page #2 under pallet size/classification states “2-way” – this is in reference to?

i. Answer: The panel is described as 2-way because it can be used on both sides with no space in the middle like a pallet.

16) Is there an exact nailing pattern to be followed?

i. Answer: 12 nails per board 3 nails on each point of crossing. 156 nails per

8’x8’panel.

17) It appears in the picture the nails are installed on from the stringer side only? Or do fasteners need to be applied on both sides?

i. Answer: This is up to the vendor as long as there are 3 nails per point of access. 156 nails in total per panel.

18) A 2” fastener will penetrate thru two layers of 7/8” thick material – any action needed for safety/handling to address the approximately ¼” sticking out?

i. Answer: bend the nails over or use 2x4 on the back boards. These two options are up to the vendor. Hammer the nails over or use thicker boards on the back.

19) On page #6 of 13, under vendor requirements, it states vendors must be registered by end of solicitation period “September 28, 2015.

i. Answer: The requirement to be registered on VSS for this bid is December 5, 2016.
