PERFORMANCE WORK STATEMENT

BEALE AIR FORCE BASE, CA

TRAVIS AIR FORCE BASE, CA

SPILL RESONSE, ON CALL CONTRACTOR

1.0 BACKGROUND AND INTRODUCTION

This Performance Work Statement (PWS) sets forth the specific requirements for the performance of the services required under the tasks identified below. The Oil Pollution Act of 1990 (OPA90) requires that a facility that stores a certain amount of petroleum product have a spill response on call contractor that can respond in a timely manner and provide clean-up/containment of releases. The Contractor, as an independent contractor and not as an agent of the Government, shall, in accordance with the terms and conditions more particularly set forth below, furnish all qualified labor, management, facilities, supplies, personal protective and mechanical equipment, and materials, and do all things necessary to provide timely response to, and the clean-up of, hazardous material spills resulting from activities performed at Beale Air Force Base (AFB) and Travis AFB. Beale AFB is located in Yuba County, east of Marysville in Northern California. Travis AFB is located in Solano County in Northern California.

During the execution of the work, the Contractor shall provide personnel and equipment necessary to remove, to the maximum extent practicable, a worst case discharge (WCD), including a discharge resulting from fire or explosion, and to mitigate or prevent a substantial threat of such a discharge.

2.0 TYPES OF SERVICES REQUIRED

This will be an Indefinite Delivery Indefinite Quantity contract. The Contractor shall provide all manpower, equipment, and materials necessary to provide emergency and post-emergency response to releases as defined in the Beale and Travis AFB Spill Prevention Control and Countermeasures (SPCC) and Facilities Response Plan (FRP).

The Contractor shall have 24/7/365 emergency response coverage including coastal and/or waterway areas, and be U.S. Coast Guard Oil Spill Removal Organization (OSRO) qualified in river/canal and inland operating environments for the identified installations required to have a FRP per 40 CFR 112. The Contractor shall provide a copy of their OSRO certification as applicable. The Contractor shall have response capabilities as required by the installation FRP.

The Contractor shall provide standby emergency response service and capability to activate personnel to immediately respond to POL spills or releases related to bulk storage containers and underground storage tanks.

Specifically, the Contractor shall maintain personnel on a 24/7, 365 days a year on-call to be able to dispatch and accomplish all requirements as stated in the Beale and Travis Integrated Contingency Plans (ICPs). The associated personnel on standby shall be adequately trained and current in spill response technologies and be capable of administering the response to spills.

2.1 Task 1 – 24-hr On-Call Spill Response (Base Year)

The Contractor shall be the Oil Spill Response Organization (OSRO) for Beale AFB and Travis AFB and provide 24-hour standby personnel and equipment to respond to spills of petroleum products such as fuel, lubricating oil, and solvents. Standby personnel shall be current in spill control and cleanup technology. The Contractor shall provide timely response to, and the clean-up/containment of, hazardous material spills resulting from activities performed at Beale AFB, CA, and Travis AFB, CA that the Base Fire Department and Spill Response Team cannot adequately respond to and contain.

The Contractor shall maintain equipment and storage vessels required to respond to petroleum product spills and perform cleanup of impacted areas. Equipment and storage vessels shall be available and able to be deployed to a spill site without delay. Equipment shall include, but not be limited to, vacuum trucks, pumps, floating skimmers, absorbents, and storage containers. The Contractor shall be within a 100 mile radius of the base and able to be at the scene of a petroleum product spill within 2 hours of being notified of a spill emergency. The Contractor shall respond to petroleum product spills that are beyond the capability of base personnel to contain and clean up.

The Contractor shall have the equipment and capability to respond to a petroleum product spill up to and including the worst-case. The EPA worst-case spill or discharge for Beale AFB is 407,000 gallons. The EPA worst-case or spill discharge for the base is 4,200,000 gallons.

Response activities provided by the Contractor are on an emergency basis only to minimize environmental damage and health and safety risks resulting from petroleum product spills. The scene of a spill shall not be deemed safe for human activity or in compliance with federal, state, or local law after response activities are completed.

The Contractor shall provide a 'Letter of Attestation' stating their adequacy to satisfy the OSRO field equipment deployment drill requirements of OPA '90.

Staging areas on Beale AFB will be coordinated with the Beale AFB Emergency Operations Center as needed.

Staging areas on Travis AFB will be coordinated with the Travis AFB Emergency Operations Center as needed.

Contractor’s response equipment and materials may be stored in Building 563 as necessary, or another building as provided by the installation.

Processes to meet and escort emergency response vehicles and personnel exist and can be accommodated through the Beale AFB or Travis AFB Emergency Operations Center as needed.

Base personnel will be responsible for reporting the spill to regulatory authorities.

Base personnel may limit initiation to a notice of "mobilization standby". If initiation is limited to "mobilization standby", the Contractor shall not dispatch personnel, equipment, and materials until instructed by the Contracting Officer Representative (COR) or Contracting Officer (CO). Upon receipt of further instructions for mobilization (“non-mobilization standby”), the Contractor shall dispatch personnel, equipment, and materials.

Upon arrival at the base, base personnel will provide contractor with further instructions and authorization to proceed to the scene of the spill. The Contractor shall not start cleanup until they have received a verbal or written modification for the CO.

The Contractor shall submit a list of point of contracts (POCs) and their contact information, including 24-hr contract numbers for spill notification. This list shall be submitted to USACE and Beale AFB and Travis AFB POC within 30 days of the award or as agreed between USACE PM/COR and installation. The Contractor shall provide any updates to USACE and Beale AFB and Travis AFB POC as personnel changes in POCs occur.

2.2 Task 2 – Participate in the Beale AFB and Travis AFB Annual Spill Training Exercise (Base Year) The Contractor shall participate in the Beale AFB and Travis AFB annual response exercise to support requirements in accordance with the National Preparedness for Response Exercise Program (PREP) and the Integrated Contingency Plan.

The Contractor shall submit an After Action Report, documenting actions undertaken during this exercise. This report shall be submitted to USACE and Beale AFB and Travis AFB within 30 days following completion of the exercise.

2.3 Optional Task 3 – 24-hr On-Call Spill Response (Option Year 1) The Contractor shall perform the same activities described in Task 1 of this PWS.

2.4 Optional Task 4 – Participate in the Beale AFB and Travis AFB Annual Spill Training Exercise (Option Year 1) The Contractor shall perform the same activities described in Task 2 of this PWS.

2.5 Optional Task 5 – 24-hr On-Call Spill Response (Option Year 2) The Contractor shall perform the same activities described in Task 1 of this PWS.

2.6 Optional Task 6 – Participate in the Beale AFB and Travis AFB Annual Spill Training Exercise (Option Year 2) The Contractor shall perform the same activities described in Task 2 of this PWS.

2.7 Optional Task 7 – 24-hr On-Call Spill Response (Option Year 3) The Contractor shall perform the same activities described in Task 1 of this PWS.

2.8 Optional Task 8 – Participate in the Beale AFB and Travis AFB Annual Spill Training Exercise (Option Year 3) The Contractor shall perform the same activities described in Task 2 of this PWS.

2.9 Optional Task 9 – 24-hr On-Call Spill Response (Option Year 4) The Contractor shall perform the same activities described in Task 1 of this PWS.

2.10 Optional Task 10 – Participate in the Beale AFB and Travis AFB Annual Spill Training Exercise (Option Year 4) The Contractor shall perform the same activities described in Task 2 of this PWS.

3.0 SUBMITTALS AND SCHEDULE OF DELIVERABLES

Due to the unpredictable frequency and size of hazardous material spills, the work under this tasking will be performed on at Task Order (TO). As part of their PROPOSAL, the Contractor shall submit proposed labor rates, equipment rates and material costs for all work that could be accomplished under this tasking. Upon contract award the Contractor’s proposed labor rates, equipment rates and material costs will become incorporated into the contract and shall serve as the basis for charges incurred under this tasking.

In addition to the proposed labor and equipment rates and materials costs, the Contractor shall submit all deliverables as noted under each tasks, and as provided below.

4.0 GOVERNMENT FURNISHED INFORMATION

ICP for Beale and Travis will be provided by the Government.

5.0 PERIOD OF PERFORMANCE (POP)

Base Year POP: The period of performance (POP) for the base year award shall not exceed 12 months from start of the POP which is 30 September 2022. Option years listed below will be exercised at the discretion of the Government.

Option Year 1: The period of performance (POP) for Option Year 1 is from 30 September 2023 to 29 September 2024 and shall not exceed 12 months from start of the POP of Option Year 1.

Option Year 2: The period of performance (POP) for Option Year 2 is from 30 September 2024 to 29 September 2025 and shall not exceed 12 months from start of the POP of Option Year 2.

Option Year 3: The period of performance (POP) for Option Year 3 is from 30 September 2025 to 29 September 2026 and shall not exceed 12 months from start of the POP of Option Year 3.

7.0 PERFORMANCE ASSESSMENT METRICS

Performance of services/deliverables will be assessed by the Contracting Officer’s Representative in accordance with the performance objectives and standards established in the Quality Assurance Surveillance Plan (QASP).

8.0 USE OF INFORMATION

The information and materials collected by the Contractor, Subcontractors, or Associates during the performance of this Project shall become the property of the Government. The information and materials shall not be used by the Contractor, Subcontractors, or Associates for any purpose other than the performance of this Project without written consent of the Government.
