About this file
This is a Final Field Notes document related to a Wood Sign Post solicitation issued by the Maine Department of Transportation. The procurement seeks bids for 1,045 wooden sign posts available in ten size configurations ranging from 4"×4"×14' to 6"×6"×20'. Posts are to be delivered to five regional sign shop locations: Scarborough, North Augusta, Dixfield, Bangor, and Caribou. Sealed bids were due electronically to the Division of Purchases on May 27, 2009. The specification requires material to be either Eastern Hemlock No. 2 or better, or Southern Yellow Pine No. 2 or better, sourced from live growing native trees. Posts must be kiln or air dried, sawn true, planed on four sides, incised on all four sides, and treated with ACQ preservative to a 0.40-inch penetration depth with 0.60 PCF retention. Dimensional tolerances are 1 inch in length and 1/4 inch in width or thickness, with posts required to be free from loose knots, shake, holes, and heart rot.
Bidders must submit separate unit prices for each of the ten size configurations, with all prices inclusive of discounts and delivery to destination. The State of Maine is exempt from Federal and Maine State Sales and Use Taxes, which must be excluded from quotes. Transportation and freight charges are the contractor's responsibility. Cash discounts of 20 days or more are considered in awarding low-bid status; discounts under 20 days are not considered. The Division of Purchases reserves the right to reject any or all bids, waive formalities or technicalities, accept individual items, increase or decrease quantities by up to 10%, and award to in-state bidders or those offering Maine-produced commodities in case of tie bids.
