About this file
This document is a Notice of Intended Decision to Enter into a Single Source Contract issued by the Florida Department of Health, Bureau of Radiation Control (BRC). The BRC is requesting to purchase two neutron radiation detectors that must be compatible with the mobile radiation detection systems manufactured by Radiation Solutions Inc. (RSI) and currently owned by the BRC, Florida Highway Patrol, Department of Energy, and Department of Homeland Security. The BRC is requesting authorization to purchase the neutron detectors from RSI as a single source, as RSI is the only manufacturer of neutron detectors compatible with the existing RSI mobile systems. The posting period for this intended single source award is from April 18, 2022 to April 20, 2022.
The total price for the two neutron detectors is $126,400. The justification for the single source purchase is that the RSI Model RSN-4-Short (He-3) Neutron Detectors are the only detectors compatible with the existing RSI mobile systems owned by the various agencies. BRC, Florida Highway Patrol, Department of Energy, and Department of Homeland Security work together and share these radiation detection components to maximize capabilities during radiological/nuclear search missions, requiring all detectors to be compatible across the agencies.
