Final Bid Specifications Summary

This Final Bid Specifications document outlines requirements for the Iowa Department of Agriculture and Land Stewardship (IDALS) in partnership with the Iowa Department of Health and Human Services for the production and delivery of vouchers for the WIC and Senior Farmers Market Nutrition Program (FMNP). The project requires vendors to produce and deliver 74,000 WIC FMNP vouchers and 75,000 Senior FMNP vouchers in sheet format, with optional booklet format proposals permitted. Each voucher must include a unique six-digit serial number and corresponding QR code for farmer redemption. WIC vouchers require consecutive numbering starting at 500000 with black text on a violet background, while Senior vouchers require consecutive numbering starting at 250000 with black text on a green background. Vouchers must measure approximately 2.61" x 6.14" (negotiable post-award) and be produced on 24# or 28# standard white voucher stock. Digital proofs must be submitted to IDALS by March 28, 2025, with physical proofs delivered to two Des Moines and Ithaca locations by April 4, 2025. All vouchers must be shipped to 27 designated locations across Iowa and arrive by May 1, 2025, with a 1% penalty per calendar day applied for late delivery.

Shipping specifications require that vouchers be delivered to ensure receipt during business hours with signature required for all shipments, tracking numbers provided to IDALS, and shipping boxes labeled and weighing no more than 25 pounds. Shipping costs must be included in vendor quotes, and no overages or underages are permitted. Each sheet must contain either five vouchers with participant instructions or ten vouchers folded along perforations, with all sheets bundled into shrink-wrapped packages of approximately 600 sheets each featuring micro perforations for easy separation. Vendors are responsible for generating QR codes from provided data files and ensuring alignment with corresponding serial numbers. The optional booklet format may include gum-bound or staple-bound (minimum two staples) configuration with 10 vouchers per booklet and optional covers. Draft artwork will be provided as a PDF with alternative formats available upon request, and vendors may be responsible for design editing to meet specifications.
