About this file
This Addendum No. 1 document, issued by the State of Hawaii Department of Transportation, Airports Division, amends the solicitation for repair of asphalt concrete pavement at Ellison Onizuka Kona International Airport at Keahole. The scope of work consists of an open-ended contract for paving maintenance services including pavement removal, herbicide application, crack sealing, new pavement placement, and airfield marking performed on an as-needed basis. The project is a three-year contract from the Notice to Proceed with a completion timeline of 1,096 calendar days. The pre-bid meeting was held on July 15, 2026, via Microsoft Teams, with attendance from state representatives, consultants, and prospective bidders. Requests for Information and substitution requests were required to be submitted through HIePRO by July 23, 2026, at 2:00 p.m. Hawaii Standard Time. Bids were due August 14, 2026, at 2:00 p.m. HST, submitted electronically through HIePRO. The project manager is Maybelle Lee, located at 400 Rodgers Blvd., 7th Floor, Honolulu, HI 96819.
The proposal schedule contains multiple line items with tiered unit pricing based on quantity brackets for services including crushed aggregate base course, asphalt mix pavement, various geogrid and interlayer products, crack sealing, pavement removal, seal coats, runway and taxiway markings, and groove sawing. Two allowance items are included: $50,000 for Construction Site Pollution Controls and $20,000 for Management of Contaminated Media, Soil Disposal, and Soil Reuse. Bidders must submit 5% bid security and are eligible for a 5% Hawaii bidder preference upon submission of Form SPO-081 and a 5% apprenticeship agreement preference upon certification of participation in approved apprenticeship programs. Bidders must hold a valid State of Hawaii General Engineering Contractor "A" license or Specialty Contractor "C-3" or "C-3a" license. The RFI responses clarified that slurry disposal from sawcut grooves is incidental to the sawcutting operation and not separately compensated, while staging area BMP installation, maintenance, and removal are compensable under Item 01561.1. Performance and payment bonds are required, and a minimum of 80% of the workforce must consist of Hawaii residents. Contractor is responsible for securing a staging area through coordination with the Hawaii District Airport Manager and acquiring all necessary Airport Operations Area badges and vehicle decals.
