About this file

This is a price sheet and bidding document for the City of Detroit Construction and Demolition Program's Fill Removal and Replacement Group 9.14.2026 D project, involving 20 DLBA-owned residential properties across Detroit, Michigan. The scope of work encompasses excavation and load-out of fill material and debris, backfill installation, grading, site finalization, and sidewalk flag replacement. Respondents must submit pricing for seven cost categories: excavation mobilization fees (per occurrence), non-hazardous disposal rates (per ton), backfill mobilization fees (per occurrence), below 12-inch backfill rates (per ton), topfill rates (per ton), sidewalk flag replacement fees (per flag), and site finalization/seed and straw costs. All 20 properties are currently listed with survey quantities of 8 tons each for disposal and backfill materials, with varying property sizes ranging from approximately 3,000 to 7,000 square feet. Respondents must submit the completed Excel (.xlsx) document with every yellow-highlighted cell populated; blank cost fields are unacceptable and may result in rejection of the submittal. Bonds are required for this bid.

Pricing must be submitted as unit rates for each service category, as actual material quantities may vary from the estimated survey quantities provided. Respondents are eligible for only one mobilization per property unless directed otherwise by the City. All unit rates must include personnel, materials, transportation, administrative costs, and overhead and profit. The City reserves the right to assign work in whole or in part to single or multiple vendors, reject incomplete submissions, request clarification on pricing or documentation, and waive immaterial irregularities at its sole discretion. If subcontractors will be utilized, respondents must submit detailed sub-contractor quotes with cost breakdowns. Compensation will be based on actual material removed and replaced using the submitted unit rates, although total amounts will be calculated for evaluation purposes only.

2. Fee per ton for Non-Haz Disposal: Fill Material & Other Debris (Section IV. of the Scope of Services)
3. Fee per mobilization for backfill (Section V. of the Scope of Services)
4. Fee per ton for below 12" backfill (Section V. of the Scope of Services)
5. Fee per ton for topfill (Section V. of the Scope of Services)
6. Fee per sidewalk flag replaced (Section VI.A of the Scope of Services)
7. Fee for Site Finalization (Section VI.C of the Scope of Services)

2-Unit rate includes all personnel, material, transportation to/from the assigned site(s), adminstrative costs and overhead and profit.

3-City reserves to right to assign this work in whole, or in part, and the City reserves the right to assign different aspects of the scope of services to another vendor(s).

4-All units provided in the Fee Schedule are estimates, the actual quantity of material that needs to be removed and replaced may vary.
