About this file
This is an Amendment 2 to a Request for Information (RFI) solicitation for a Federally Funded Research and Development Center (FFRDC) competitive procurement for the management and operations of NASA's Jet Propulsion Laboratory (JPL).
NASA is seeking feedback on a draft Statement of Work prior to releasing the final solicitation. Key areas under consideration include: (1) Workflow Management—NASA requests input on whether the Contractor should provide a dedicated contract workflow management system or utilize the existing NASA iSite platform; (2) Protective Services and Fire Department/Emergency Response—these functions are anticipated to migrate to NASA-direct management and may be excluded from contract scope; (3) Information Technology—NASA plans to leverage existing Agency-level IT contracts for institutional services (Microsoft 365, cloud, end-user devices) while preserving mission-specific IT support outside those contracts; (4) Deep Space Communication and Navigation—this scope may evolve based on outcomes from the ongoing Unified Network and Navigation Operations (UNNO) procurement; and (5) Contractor-Provided Systems—the Contractor must provide all necessary management resources and systems including accounting, property, and human resources systems. Feedback must be submitted by 3:00 PM ET on October 14, 2026, directed to Michael Kaszyca (Contracting Officer) at michael.kaszyca@nasa.gov and Christopher Jenkins (Contract Specialist) at christopher.l.jenkins@nasa.gov, with "[Company Name]-FFRDC-26-SOW-Feedback" referenced in the email subject line. The draft SOW is available in Word format to facilitate tracked changes and comments.

Federally Funded Research and Development Center (FFRDC) Competitive Procurement Amendment 2 to FFRDC-26-RFI-SSN
September 29, 2026
Draft Statement of Work for Feedback
This is the second amendment to the subject notice, originally posted August 3, 2026, to invite interested entities to review and provide feedback on the draft Statement of Work (SOW) for the management and operations of NASA’s Jet Propulsion Laboratory (JPL). Note that this draft SOW is not final and any feedback provided will help shape the final SOW, which will be released with the solicitation. The following items are also noted for awareness and consideration:
1. Workflow Management: NASA is contemplating either requiring the Contractor provide a contract workflow management system or leveraging the existing NASA iSite platform. See SOW section 1.8, Contract Workflow Management. Feedback is requested on which approach is likely to offer the most efficient workflow management, tracking, and reporting solution, regardless of if the work is issued through task orders or some other work authorization approach.
2. Protective Services and Fire Department/Emergency Response: NASA anticipates this scope will migrate to NASA-direct managed efforts and not be included in the scope of this contract. SOW sections 4.1, Protective Services, and 4.2, Fire Department/Emergency Response, reflect this potential change.
3. Information Technology (IT): NASA anticipates realigning this scope to leverage existing Agency-level IT contracts for institutional-related IT services such as Microsoft 365, cloud, and end-user devices and services (e.g., laptops), while still allowing for mission-specific IT support that is not covered by these Agency-level contracts. See SOW section 4.5 for details.
4. Deep Space Communication and Navigation: The draft scope in SOW section 3.5 may continue to evolve based on the outcomes of the ongoing Unified Network and Navigation Operations (UNNO) procurement effort. Additional information regarding UNNO can be found here:
https://sam.gov/workspace/contract/opp/2693aafd9ced4277bd526f49e5767f4f/view
5. Contractor-Provided Systems: See SOW section 1.5, General Management Requirements, regarding the requirement for the Contractor to provide all necessary management resources and systems, including, but not limited to, all business systems such as accounting, property, and human resources. These systems will not be provided by NASA.
NASA continues to welcome feedback on all aspects of the potential procurement strategy, including feedback on this draft SOW. Note that this draft SOW is being released in Word format to allow for comments/feedback and any suggested redlines to be provided directly in the document using track changes.
All feedback shall be directed to Michael Kaszyca, Contracting Officer, at michael.kaszyca@nasa.gov, and Christopher Jenkins, Contract Specialist, christopher.l.jenkins@nasa.gov. Please reference “[Company Name]- FFRDC-26-SOW-Feedback” in any email subject line.
Please provide feedback by 3:00 PM ET on October 14, 2026.
