SECTION 01009
GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work:
1. Fence Removal
a. Furnishing labor and equipment to remove approximately 3 miles of four wire fence, this should include approximately 40 stress panels, 5 wire gates, 4 corner panels, 4 end panels and 15,840 feet of wire.
2. Fence Construction
b. Construct approximately 3 miles of four wire fence, up to 40 Stress panels, 5 wire gates, 4 corner panels, and 4 end panels.
B. Work Data Sheet: Designates the type and quantity of work required at the project location, and dimensions required for typical drawings.
C. Removed Materials: Debris consisting of wood posts, steel posts, panels, wire gate assemblies, and wire fence shall be removed from the work site and disposed of in a legal fashion by the contractor.

1.3 DEFINITIONS
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted.
Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS
A. Scope: Submittals include design computations, shop drawings, manufacturers' literature, as-built drawings, samples, and maintenance manuals.
B. Requirements: Refer to specifications for submittals required. Allow at least five working days for review. Submittals shall be delivered to the Contracting Officer.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or re-submittal.
5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.5 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site.

B. Storage: The Contractor shall provide temporary storage facilities for products.
Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.
1.6 CERTIFICATES OF CONFORMANCE
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested.
Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The Certificate of Conformance provided by the supplier shall:
1. State that the named product conforms to the Contract requirements.
2. Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.
4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.
1.7 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications.
This Contract incorporates materials, applications, and tests by reference with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.8 PROJECT/SITE CONDITIONS:
A. Access to the Work: See attached map.

1. Four wheel drive or ATV vehicles may be necessary for access to the site. Access to the work shall be by existing roads, two tracks, and marked paths.
2. Access to the work shall be provided by and at the Contractors expense. No roads shall be constructed by the Contractor or off road driving permitted without prior written permission from the Contracting Officer. Travel along the fence line is not permitted without prior written permission from the Contracting Officer.
The Contractor shall not travel off road when the ground is wet.
3. Contractor shall exercise care to prevent unnecessary surface disturbance to existing grass, vegetation, and to existing roads and two-tracks.
4. Public, State, or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.
B. Environmental Considerations:
1. No blading will be allowed. Cutting and clearing shall be by hand cutting (chain saws included). Dispose of cut brush by scattering it evenly along the east side adjacent to the fence line.
1.9 SEQUENCING AND SCHEDULING:
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within three calendar days.
As a minimum, the estimated start and completion dates shall be shown in the schedule.
B. Wildlife Timing Limit Stipulation (TLS): Due to stipulations, restrictions, and/or seasonal closures for Sage grouse, the work cannot be started before July 1st and must be completed no later than March 14th of the following year.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. The Contractor, subcontractors and the persons responsible for coordination of the
01009-7 work shall be present at the meeting.
3. The Contractor shall be prepared to summarize and explain procedures planned for the project.
B. Progress Meetings:
1. Meetings shall be held at the project site, or as determined by the Contracting Officer.
2. Meetings may be called by either the Contracting Officer or the Contractor.
Request shall state who should attend and include an agenda.
C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.
3. The Contractor shall require the superintendent to be present during this inspection.
3.2 PREPARATION
A. Work Limits and Control Points: Will be established by the Contracting Officer.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: Work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made.
The Contractor shall include consideration for this item in the bid price for other items of the Contract.

SECTION 02827
FENCE REMOVAL
1.1 SUMMARY
A. Section Includes: Removing approximately 3 miles of four wire fence, this should include approximately 40 stress panels, 5 wire gates, 4 corner panels, 4 end panels and 15,840 feet of wire.
1.2 PROJECT/SITE CONDITIONS
A. Requirements: Access roads shall not be constructed along fence lines or to the jobsite unless written approval is granted by the Contracting Officer.
2.1 MATERIALS
A. Requirements: Furnish materials required to remove fences and gates.
3.1 REMOVAL
A. Removal of Existing Fence: Remove all fences, end, stress, and corner panels, and gates as staked in the field or as designated by the Contracting Officer. Dispose of debris offsite in a legal manner.
4.1 METHOD OF MEASUREMENT
A. Units: Fence removal will be paid for by the linear foot of fence removed, as measured on the ground next to the fence prior to removal. The quantities of end, stress, and corner panels and gates to be paid for will be the actual number of these items removed.
4.2 BASIS OF PAYMENT

SECTION 02824
WIRE FENCES AND GATES
1.1 SUMMARY
A. Section Includes: Construct approximately 3 miles of four wire fence, up to 40 Stress panels, 5 wire gates, 4 corner panels, and 4 end panels.
1.2 SUBMITTALS
A. General: Submittals shall be according to Section 01009 - General Information and Requirements
B. Certificates of Conformance: Submit a copy of written certification from the manufacturer to the Contracting Officer that the Contractor-furnished fence posts, droppers, and wire conform to the requirements of this section.
1.3 QUALITY ASSURANCE
A. General: Contractor-furnished gates and accessories will be approved by the Contracting Officer before installation.
2.1 CONTRACTOR-FURNISHED MATERIALS
A. Barbed Wire: A strand of two 12-1/2-gauge galvanized wires twisted together with 2-point barbs of 14-gauge wire spaced 4-inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbed wire shall conform to ASTM A 121.
B. Barbless Wire: A strand of two 12-1/2-gauge, galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbless wire shall conform to ASTM A 121.
C. Staples: Shall be 9-gauge, hot-dipped, galvanized, two-inches long.

D. Nails: Shall be 60d ring shank 6-inch, 7-gauge.
E. Steel Fence Posts: ASTM A 702; green with white or silver tops "T" bar type, with a welded or riveted anchor plate. Furnish with clip-type wire fasteners, punched tabs for fastening wires are not acceptable. Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/lin ft, exclusive of the anchor plate. The anchor plates shall weigh a minimum of 0.67 pounds +5 percent, and be a minimum of 18 inches2 in area.
F. Wire Fence Stays: Used on gates.
G. Steel Tubular Post and Braces:
1. Acceptable Steel Tubular Posts and Braces: The diameter for the brace post shall be 2 3/8 inches and 6 1/2 to 8 feet in length, the diameter for the line posts shall be 2 3/8 inches and 6 1/2 to 8 feet in length. Fireproof Fencing or equivalent.
2. Basis for Rejection: Braces are not acceptable are bent or dented.
H. Mechanical Gate Closers: Assembly must include the following salient features:
1. A rigid steel strap or 9-gauge smooth wire loop 6 inches from the ground securely connected to the gate post and shaped so the gate stay shall be securely held in place.
2. An adjustable cable or chain, or rigid steel strap fastened to a cam lever device located 6 inches from the top of the gate post. The closer shall be capable of securely holding the gate in place.
3. Wood gate post shall be 4 feet long. The following species will be acceptable:
Ponderosa pine, Lodgepole pine, fir, and tamarack.
I. Brace Wires: Four wires of 9-gauge smooth, galvanized wire or 2 wires of galvanized, 12-1/2-gauge barbless wire. The minimum weight of zinc coating for 9-gauge wire shall be at least 0.4 oz of zinc/ft2 of coated surface area; for 12-1/2-gauge wire at least
0.3 oz of zinc/ft2 of coated surface area. Or Fireproof Fencing Brace Tensioner Kit or equivalent may also be used.
J. Miscellaneous Wire: Wire for ties and gate loops shall be 12-1/2-gauge galvanized wire.
K. Clip-Type Wire Fastener: Shall be galvanized wire, 8-gauge.
L. Wire Gates: Furnish with the same type wire and wire spacing as the fence. Type of wire and spacing shall be as shown on the drawings.

M. Post Grout: Furnish a rapid setting commercial product manufactured for anchoring posts.
2.3 WOOD TREATMENT PRACTICES
A. Treated posts shall be full length treated with a water-borne preservative approved by the American Wood Preservers Bureau such as Acid Copper Chromate (ACC), Ammoniacal Copper Arsenate (ACA), Ammoniacal Copper Zinc Arsenate (ACZA), or Chromated Copper Arsenate (CCA). Pentachlorophenol and creosote are not acceptable. Treatment shall meet retention and penetration requirement of AWPA C5. Furnish certification from the wood preserver verifying that the preservation treatment meets the specified requirements. A manufacturer’s product safety data sheet on the wood preservative used shall also be furnished with the posts.
3.1 PREPARATION
A. Clearing: No blading will be allowed. Provide minimum disturbance to existing grass, vegetation, and to existing roads and two-tracks.
3.2 INSTALLATION
A. General: Steel t- posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Drive steel tubular posts unless written authorization is obtained for dug or dill holes. Drive steel t-posts.
B. Setting Posts: Dig holes for setting wood posts to the depth as shown on the Work
Data Sheet. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space holes within 6 inches of the dimension shown on the drawings or in the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post.
Backfill with soil around each post gradually and uniformly. Compact backfill firmly from the bottom of the hole to the ground surface.
C. Driving Posts:
1. Steel Tubular Post: Drive to the depth shown on the Work Data Sheet. Drive posts plumb. Posts that are split, bent or broomed will not be accepted. When rock formations prevent driving excavate or drill holes a minimum of 36 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.

2. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.
D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel Assemblies:
Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills, at points which wire is to be stretched, and a maximum of 1320 feet center-to-center.
Construct end panels at the end of fence runs unless shown otherwise on the drawings. Brace rails shall be nailed to the panel posts using two nails at each end of the rail.
E. Figure Fours and Rock Jacks: May be used in rock. Figure fours shall be used in lieu of steel posts, and rock jacks in lieu of wood line posts; except where a series of figure fours are required, a rock jack shall be substituted for every fifth figure four.
Figure fours and rock jacks shall be constructed as shown on the drawings.
F. Wire: Stretch tightly and securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
G. Brace Wire: Double-loop and twist tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.
Fireproof Fencing Brace Tensioner Kit or equivalent is also acceptable.
H. Gates: Installed according to the Work Data Sheet, the drawings, and as recommended by the manufacturer when applicable.
I. Mechanical Gate Closers: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.
J. Spiking: For spikes larger than 40d, predrilled lead holes shall be used. The hole diameter shall be three-fourths the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.
K. Minor Depressions or Minor Drainage Crossings: Add additional steel posts and wire when space between bottom wire and ground exceeds 20 inches for barbed wire
02827-14 fence. Additional steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages.
Additional wire shall start and end from the main fence.
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will be measured and paid for by the foot of fence as measured along the ground surface next to the completed fence, including distance across gate openings, end panels, stress panels, corner panels, and drainage crossings. The quantities of end, stress, and corner panels, and gates to be paid for will be the actual number of these items. Note: Gates do not include adjacent end or corner panels. These are separate items.
B. No direct payment will be made for deadmen, minor depression crossings, or drainage crossings. The Contractor shall include consideration for these items in the bid price for other items of the contract.
C. Fence removal will be measured and paid for in Section 02827 – Fence Removal.
4.2 BASIS OF PAYMENT
A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:
