Federal Emergency Management Agency (FEMA)

Statement of Work Department of Homeland Security (DHS)

1.0 PROJECT TITLE: Truck and Trailer Tires for Denton Mobile Emergency Response Support (MERS) Fleet

BACKGROUND

Vehicle tires are a major maintenance requirement for MERS Fleet of emergency response vehicles. MERS vehicle tires are exposed to extreme hazardous environments when deployed to disaster-stricken locations. This exposure drastically reduces the shelf life of the tires and must be replaced periodically. Tires are continually being inspected by maintenance technicians and vehicle operators. Tires mated for replacement are between eight to twelve years old and show significant cracks from dry rotting, and also due to extreme Texas heat.

Tires must be replaced to maintain the Denton MERS Fleet in a state of high readiness for disaster deployments.

2.0 SCOPE OF WORK

Vendor will provide all the necessary tires, valve stems, and labor for installation to include the dis-mounting and mounting and balancing of all tires. All work will be performed on site at the FEMA facility in Denton TX, to include delivery of all new tires and the transportation of the old tires for appropriate disposal or recycling.

Vendor will also provide any necessary tire tubes and related accessories, and a means of balancing all tires on site at the FEMA facility in Denton.

In addition, all new tires must meet the following criteria:

• All new tires must be an American brand tire; specifically, Goodyear, Goodrich, Cooper, Bridgestone, Firestone, or Continental.

• Each tire size must have the Load Range per the chart provided at the highest tire Speed Rating for that Load Range.

• Vendor needs to be aware that not all vehicles may be on site at one time. FEMA is required to deploy to nationally declared disasters and therefore vendor may need to make several trips to the facility to complete the replacement of all tires. With exception to mandatory deployments, FEMA will make every effort to have as many vehicles as possible on site for the vendor.

• The vendor shall attempt to fulfill the requirement using the minimum number of different tire brands possible.

• New tires purchased will not be older than 1 year from the manufactured date at the time of installation. Tires with a manufactured date exceeding (1) year old will not be accepted.

• Vendor will also balance all tires that are to be installed on each vehicle and trailer.

• Work is to be performed on site at the Denton, TX FEMA facility.

• All old tires and materials will be disposed of by the vendor in accordance with EPA, State, and Local Municipal regulations.

• Tires must conform to state and federal safety standards.
