About this file
This is a Federal Tax Liability and Recent Felony Conviction certification document required by the City of Gainesville's Regional Transit System (RTS) for the Bus Shelters and Amenities procurement. The certification requires all contractors and subcontractors to attest that they do not have any unpaid Federal tax liabilities that have been assessed and remain unpaid, and that they were not convicted of any felony criminal violation under Federal law within the preceding 24 months. The document must be completed, signed, and submitted with the bid proposal by the February 18, 2026 deadline at 3:00 p.m., with failure to submit resulting in automatic disqualification. The certification requirement flows down to all subcontractors and lower-tier participants regardless of subcontract value. The contract term extends from execution through September 30, 2028, with an optional one-year extension available.
This certification is a mandatory compliance requirement for a federally funded procurement exceeding $150,000 in value, with funding provided through the Federal Transit Administration. The bus shelters and amenities project encompasses seven line items including bicycle racks, trash receptacles, benches, and two shelter types (Type II and Type III), with estimated annual purchases ranging from one to ten units. The procurement includes a 6.75% Disadvantaged Business Enterprise (DBE) goal, requiring eligible bidders to be listed in the Florida Unified Certification Program DBE Directory. All pricing must remain firm throughout the contract period, with deliveries required within 8-12 weeks of purchase orders and replacement parts guaranteed for at least ten years post-delivery. Additional certifications addressing debarment status, drug-free workplace compliance, lobbying restrictions, and E-Verify usage requirements also apply.
