About this file
This is a Federal Tax Liability and Recent Felony Conviction certification document required by the City of Gainesville's Regional Transit System for the Bus Shelters and Amenities procurement. Bidders must complete, sign, and submit the certification with their bid response, with failure to do so resulting in automatic disqualification. The document requires contractors to certify that they do not have any unpaid federal tax liability that has been assessed and exhausted of judicial and administrative remedies, and that they were not convicted of any felony criminal violation under federal law within the preceding 24 months. The certification must be submitted by the February 18, 2026 deadline at 3:00 p.m. The contract term runs from execution through September 30, 2028, with an optional one-year extension available.
Contractors are required to flow this certification requirement down to all subcontractors and lower-tier participants regardless of subcontract value, ensuring compliance throughout the project hierarchy. The procurement is federally funded through the Federal Transit Administration, which triggers mandatory federal compliance mechanisms for this project exceeding $150,000 in value. Bidders must demonstrate financial stability and maintain compliance with all federal and state regulations, including Buy America requirements, ADA standards, and FDOT design specifications. The document requires contractor information including company name, title, signature, and date on the certification form prior to submission with the overall bid package.
