About this file

The document is a comprehensive set of federal requirements for a contract with the City of St. Cloud, Florida, specifically related to Emergency Food Services. These requirements outline the federal compliance standards that must be adhered to when executing a contract funded with federal financial assistance, covering areas such as equal opportunity employment, clean air and water regulations, procurement guidelines, and various federal act compliance measures including Davis-Bacon, Copeland Anti-Kickback, and Hatch Act requirements.

The federal requirements mandate strict adherence to numerous regulatory standards, including 2 CFR Part 200 for administrative and cost principles, equal opportunity employment practices, and specific prohibitions on telecommunications equipment usage. Contractors must ensure non-discrimination in employment, comply with wage determination standards, report potential violations, and meet requirements for using recovered materials and domestic products. The document also emphasizes the contractor's obligations regarding record retention, access to records, and compliance with federal laws, regulations, and executive orders, with the understanding that federal funding may be used to support the contract and that the federal government is not a direct party to the agreement.
