About this file

This is a Federal Required Certification document applicable to the City of Pasadena Public Works Department's procurement for fluid analysis kits and laboratory testing services for heavy-duty vehicles and equipment in California. The certification requires contractors to attest that no federal appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with contract awards, grants, loans, or cooperative agreements. Contractors must include identical certification language in all subaward documents at all tiers and require subrecipients to certify and disclose accordingly. The contract is intended to establish an ongoing vendor relationship throughout Fiscal Year 2027 on an as-needed basis, with the vendor supplying sampling kits for motor oil, power steering fluid, engine coolant, transmission fluid, and hydraulic fluid, while City personnel collect samples and return them to the vendor's laboratory for analysis and electronic reporting of results.

The certification serves as a material representation of fact and constitutes a prerequisite for contract execution under Section 1352, Title 31 of the U.S. Code. Any person failing to submit the required certification is subject to civil penalties ranging from $10,000 to $100,000 for each violation. Additionally, contractors must understand that the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to the certification and disclosure. The document requires signature and date from the contractor's authorized official, along with the official's printed name and title, affirming the truthfulness and accuracy of all statements contained in the certification.
