About this file
This is a Federal Required Certification document establishing lobbying compliance requirements for the City of Pasadena Department of Public Works' solicitation for authorized Caterpillar equipment service, repair, and Original Equipment Manufacturer (OEM) parts. The City of Pasadena seeks a qualified vendor to provide preventative maintenance, diagnostics, repairs, and parts supply for its fleet of heavy-duty Caterpillar equipment on an as-needed basis. The contract is a formal solicitation intended to establish an ongoing vendor relationship commencing in Fiscal Year 2027 and continuing for a five-year term.
The certification requires contractors to affirm under oath that no federal appropriated funds have been or will be paid to influence federal or congressional officials in connection with this contract award. Should non-federal funds be used for lobbying activities, contractors must submit Standard Form-LLL disclosing such activity. Contractors must include identical certification language in all subaward documents and require subrecipients to certify accordingly. Failure to submit the required certification subjects violators to civil penalties ranging from $10,000 to $100,000 per failure, with additional liability under 31 U.S.C. Chapter 38 for false claims and statements. Submission of this certification is mandatory and constitutes a material representation of fact upon which the contract award is predicated.
