Any non-federal funds used for lobbying purposes must be disclosed via Standard Form-LLL. Contractors must include identical certification language in all subaward documents and require subrecipients to certify and disclose accordingly. Failure to submit the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 per violation. The certification must be signed by the contractor's authorized official and constitutes a material representation of fact upon which the contract is contingent.
