About this file
This is a Federal Required Certification document applicable to the City of Pasadena, Department of Public Works' competitive bid solicitation for Authorized Altec Equipment Maintenance, Service, and Repairs. The solicitation seeks a qualified vendor to provide comprehensive maintenance and repair services for the city's Altec equipment, including boom truck cranes, digger derricks, and cable handlers used by the Public Works and Water and Power Departments. Required services encompass boom system repairs, annual inspections, bucket and hydraulic system repairs, fiberglass body repairs, remote control system repairs, equipment upfitting, hybrid system service, preventative maintenance inspections, CAL/OSHA and Department of Transportation inspections, and dielectric testing. The solicitation was released on December 16, 2025, with a question submission deadline of December 24, 2025, and a bid submission deadline of 3:00 pm on Monday, January 5, 2026. The contract term is five years with no optional extension periods. Bidders must attend a mandatory or non-mandatory pre-bid meeting as specified in the timeline and submit all pricing through the City's eProcurement Portal.
Bidders must submit a bid security of five percent of the total bid price in the form of an electronic surety bond and provide proof of relevant experience with two similar governmental projects along with Authorized Altec certification. The solicitation requires compliance with the City's Equal Employment Opportunity Practices, Living Wage Ordinance, and Minimum Wage Ordinance. A single line item requires bidding a labor rate for 200 hours, with potential unit price increases at the conclusion of the first contract year not exceeding the Consumer Price Index for the preceding 12-month period. The vendor must provide a 90-day warranty on all parts and labor, with all parts removed and replaced during service remaining the property of the City. The insurance requirements document references a $500,000 contract value, suggesting the potential scale of the procurement. Award will be made to the lowest responsive and responsible bidder.
