About this file
This document contains Federal Funding Terms and Conditions for a contract between Adams County, Colorado and an unnamed contractor/subrecipient. The terms outline comprehensive compliance requirements for federal funding, including obligations related to transparency, procurement, environmental standards, and ethical conduct. Key requirements include maintaining System for Award Management (SAM) registration, exercising domestic procurement preferences, adhering to clean air and water pollution control regulations, and avoiding conflicts of interest.
The federal funding terms mandate strict ethical and procedural standards for the contractor, including prohibitions on collusion, requirements for disclosing potential conflicts of interest, and restrictions on telecommunications equipment procurement. The document specifies that contractors must preference US-produced goods, maximize use of EPA-designated recovered materials, and avoid using telecommunications equipment from specific manufacturers like Huawei and ZTE. Contractors are also required to independently develop proposal pricing, avoid influencing federal award processes, and ensure no county officials have personal interests in the contract. These terms appear to be associated with a ride share services opportunity for Adams County Community Safety & Well-Being, targeting transportation services for low-income residents, domestic violence victims, and individuals experiencing homelessness.
