About this file
This is a Federal Certification Regarding Lobbying document (31 CFR Part 21) submitted in conjunction with the City of Scranton's Invitation to Bid for diesel fuel supply and delivery services. The certification confirms that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or agency employees in connection with this contract award. The document establishes that contractors must include identical certification language in all subawards and subcontracts at all tiers and must disclose any non-federal funds used for lobbying purposes by completing Standard Form-LLL. The contract term runs from January 1, 2026, through December 31, 2026, with an option to renew for one additional year under the same terms and conditions.
This certification serves as a material representation of fact required under section 1352, title 31, U.S. Code, and is a prerequisite for contract execution. Contractors who fail to submit the required certification face civil penalties of not less than $10,000 and not more than $100,000 for each failure. The document requires the contractor's authorized official to sign and affirm the truthfulness and accuracy of the certification, with the understanding that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply. Bidders must submit sealed bids electronically through the City's e-Procurement Portal by 11:00 a.m. on Tuesday, February 10, 2026, and must comply with all applicable federal, state, and local requirements, including prevailing wage standards, nondiscrimination provisions, and performance and payment bonds equal to 100 percent of the contract amount.
