About this file

This document is a Certification Regarding Lobbying form under 31 CFR Part 21, which requires a contractor to certify that no federal appropriated funds have been or will be paid to influence government officials in connection with federal contracts, grants, loans, or cooperative agreements. The certification requires the contractor to disclose any non-federal funds used for lobbying activities and mandates that this certification language be included in all subawards and lower-tier contracts.

The document outlines significant penalties for non-compliance, including civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. The form must be signed by the contractor's authorized official, who attests to the truthfulness of the statements and acknowledges that false claims are subject to administrative remedies under 31 U.S.C. Chapter 38. The form provides space for the date, signature, printed name, title, and organization of the contractor's authorized representative.
