About this file

This document is a Certification Regarding Lobbying form (31 CFR Part 21) that requires contractors to disclose and certify their compliance with federal lobbying regulations. The form mandates that no federal appropriated funds have been or will be paid to influence or attempt to influence government officials, members of Congress, or their employees in connection with federal contracts, grants, loans, or cooperative agreements.

The certification requires contractors to complete and submit Standard Form-LLL if any non-federal funds are used for lobbying purposes. Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each violation. The document emphasizes that this certification is a material representation of fact and is subject to the provisions of 31 U.S.C. Ch. 38 regarding administrative remedies for false claims and statements. The form provides space for the contractor's authorized official to sign, print their name, list their title, and indicate their organization.
