About this file
This is Amendment 2 to NASA solicitation 80GSFC24R0027 for Flight Dynamics Support Services (FDSS) IV that addresses organizational conflict of interest (OCI) requirements. The amendment outlines NASA's process for handling potential OCIs in this acquisition.
The amendment specifies that potential offerors will have the opportunity to submit OCI mitigation strategies after the draft RFP is released, with a deadline of February 27, 2025 to submit strategies via email to the Contracting Officer. NASA will provide feedback on draft mitigation strategies before issuing the final RFP. While submitting strategies during this phase is encouraged, offerors will not be deemed ineligible if they do not provide mitigation strategies at this time. However, all OCI areas identified in section L.25 of the solicitation will be evaluated as part of the proposal evaluation process according to the final solicitation criteria.

(changes in bold and italics):
4. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to NFS clause 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting.
Due to potential organizational conflicts of interest, NASA will provide potential offerors the opportunity to submit their OCI mitigation strategies after the draft RFP is released. Offerors are encouraged to provide mitigation strategies addressing potential Organizational Conflicts of Interests (OCI) identified in L.25, Notice of Potential Organizational Conflicts of Interest, of the Draft RFP. Offerors should submit their strategies via e-mail to the Contracting Officer by February 27, 2025. Feedback on the Offerors’ draft mitigation strategies will be provided before the issuance of the Final Request for Proposal. Offerors will not be considered “ineligible” from competition if mitigation strategies are not provided at this point, prior to the proposal submission. However, all OCI areas identified in the solicitation will be considered in the proposal evaluation, based on the final solicitation instructions and evaluation criteria.
