FDOT Highway 331 Landscaping Project - Approved Permit and Joint Participation Agreement

This file comprises an approved Florida Department of Transportation (FDOT) landscaping permit (Permit No. 2025-L-390-00003) and a Joint Participation Agreement between the State of Florida Department of Transportation and Walton County for landscape improvements along SR 83 (US 331) from SR 30 (US 98) to north of Chat Holley Road in Walton County, Florida. The project involves comprehensive beautification and landscape restoration of the Highway 331 gateway corridor median, including removal of existing Bahia grass and weeds, installation of Empire Zoysia sod across approximately 256,500 square feet, installation of a new irrigation system with Hunter brand controllers and weather sensors, and planting of 320 Drift Roses in median endcaps. The permit was approved on August 19, 2025, by Jason Jones (Maintenance Manager/Permits) with an Installation Phase deadline of June 30, 2027, and includes a mandatory 365-day establishment period. The project requires 48 hours advance notice to the FDOT Area Maintenance Engineer prior to construction commencement and completion notification upon project finish.

The Joint Participation Agreement (Contract No. AT287, Financial Project ID 454802-1-58-01) establishes a cost-sharing arrangement in which the FDOT will reimburse Walton County 100 percent of actual costs for the Installation Phase, not to exceed $670,000.00, with the County responsible for all design plan preparation, permitting, and construction. The County assumes full responsibility for the Maintenance Phase upon completion certification, including irrigation maintenance and landscape upkeep in accordance with the District Three Landscape Care Guide and FDOT standards. Walton County must submit monthly progress reports during the Installation Phase and coordinate quarterly inspections with the FDOT District Landscape Project Manager. Progress payments may be issued upon completion of deliverables and submission of detailed invoices with supporting documentation, including cancelled checks. The County is required to obtain a landscape permit from FDOT, coordinate with utilities, utilize E-Verify for all employees and subcontractors, and comply with federal and state procurement laws. The Agreement is effective March 31, 2025, with an ending date of December 31, 2026, and includes provisions for project removal or relocation at FDOT's discretion with 60 days' notice to the County.

Good morning Pam, I am reviewing the permit application for the Walton County’s Median Landscape improvements on SR 83(US 331), FPID: 454802-1-58-01. Please forgive my ignorance but I don’t review many landscape permits. I don’t find where the applicant has provided a detailed plan set for this project for review. Do you have a plan set for this project? I wasn’t sure since Wilson was able to complete his review. If not, I will send the applicant a request for additional information for them to provide the signed & sealed set for review.

Highway 331 Median Endcap

Landscaping Project

Introduction

The purpose of this project is to beautify the median endcaps, located on the southern portion of Highway 331.

Currently, the existing landscape consists of Muhly Grass, Palmetto Bushes, and Magnolia Trees. There are empty flower beds, surrounded by concrete ribbon curbs, at each median endcap. We have chosen to fill these empty flower beds with Drift Roses. Drift Roses are a colorful ground cover that will quickly spread to fill the space within the empty concrete ribbon curbs, located at the median endcaps. Approved
