About this file

This document is a written answers to questions response from the Florida Department of Law Enforcement (FDLE) regarding Invitation to Negotiate (ITN) FDLE-ITN-2624 for fixed wing and rotary wing aircraft maintenance and support services. The clarifications address key compliance and submission requirements for vendors responding to the solicitation. Question One clarifies that vendors must list all subcontractors expected to perform work under the anticipated contract, including services not explicitly listed in the pricing attachments, such as engine and propeller overhauls. Question Two confirms that the 10-page limit applies only to the Executive Summary within Volume 1, with no page limits imposed on other response volumes. Question Three directs respondents to Addendum 1 for identification of specific military regulations with which FDLE aircraft must comply. Question Four establishes minimum security parameters for 24-hour aircraft protection, requiring locked hangars with restricted access limited to maintenance personnel and approved vendors, secured aircraft when left unattended outside the hangar, prohibition on photography of aircraft registration numbers without authorization, and camera surveillance of the secured aircraft.

These written answers represent official clarifications issued by FDLE to potential vendors during the question submission period, which ended June 9, 2026. The responses establish binding requirements for technical proposal submissions due July 28, 2026, and provide guidance on subcontractor disclosure, documentation volume limits, regulatory compliance, and facility security standards essential for vendor qualification. The clarifications ensure consistency in proposal evaluation by addressing ambiguities in the original solicitation language and confirming that FDLE's expectations extend beyond explicitly quoted maintenance items to encompass all anticipated subcontracted work and comprehensive security protocols for aircraft protection.

Written Answers to Questions Form

FDLE-ITN-2624

All written questions are reproduced in the same format as submitted by the Vendor.

Question #1 Subcontractors are defined in the ITN beginning on page 7, as a person or entity contracting to perform any of the services listed in this solicitation for compensation paid by the contractor.

Attachment T, Section 5.d.i. lists additional entities that may be referred to as subcontractors.

Our assumption is that the response requirement detailed in ITN paragraph 3.1.19, pg. 22 & 24 to list subcontractors, would not need to include all the entities we expect to buy parts from but rather only the subcontractors who would be required to perform some portion of the known work that is specifically quoted in attachments K and L, consisting of scheduled inspections. We do not expect we are required to include all suppliers and distributors or subcontractors who would potentially be used to perform work such as engine/prop overhauls etc., as that type of work is not quoted in attachments K and L.

Question: Is our assumption correct on this?

Answer #1 The list should include all subcontractors expected to perform work under the anticipated contract to include services not explicitly listed in attachments K and L.

Question #2 ITN states “an Executive Summary, no longer than 10 pages in length, that demonstrates the Respondent’s overall understanding of the need for and purpose of the ITN and describes the noteworthy features of the Respondent’s Technical Reply(ies).

Question: Please confirm or clarify the page limit is only applicable to the Executive Summary, and there is no page limit on any, or part of any response volumes other than the executive summary of volume 1.

Answer #2 The 10-page limit applies only to the Executive Summary. There are no other page limits.

Question #3 Section 1.3 Objectives include; Ensure FDLE aircraft are serviced in accordance with all applicable aircraft rules and regulations including but not limited to Federal Aviation Administration (FAA), manufacturer, and military regulations.

Question: Please advise which military regulations the FDLE is expecting compliance with, and will these regulation documents be provided by FDLE?

Answer #3 Please reference addenda 1.

Question #4 Question: Section B.c. Security; What are the minimum parameters required to be in place to be meet the requirement for “24-hour security” for securing FDLE aircraft?

Answer #4 Minimum parameters required to be in place to be meet the requirement for “24-hour security” for securing FDLE aircraft are the following:

• Aircraft hangar must be locked to public access for 24 hours to ensure non-access to anyone other than employees of company doing maintenance on aircraft or approved vendor performing work on FDLE aircraft.

• Aircraft access should only be for individuals performing maintenance on FDLE
